The  Rhineland Amateur Football League 1963/64  was the 12th season of the 1st Amateur League , the predecessor of  the Rhineland Association League, also known as the Rhineland League. This league represented the substructure of the Regionalliga Südwest until 1974 and was thus third-class in the overall league hierarchy.

Rhineland champion was last year's relegated Germania Metternich , who then succeeded in direct promotion. Metternich also took part in the 1964 German amateur football championship as a Southwest representative , but immediately failed in the elimination game with 5: 1 against the Berlin representative BFC Viktoria 1889 .

SV Hildburg Elkenroth , SSV Heimbach-Weis and Sportfreunde Herdorf had to go down to the 2nd amateur league . For the following season 1964/65 came as a climber from the 2nd amateur league of TuS Mosella Schweich , Altenkirchener SG and SC 07 Bad Neuenahr , as well as from the 2nd division relegated SV Niederlahnstein .
