action

The film begins with the transfer of the British MI6 spy Andrew Osnard to the British Embassy in Panama , as his affair with the mistress of the Foreign Minister had become known on his last site.

In Panama he selects the tailor Harry Pendel as a local contact. The tailor has a petty criminal past, but also ties to Panamanian politics and the underworld. His wife Louisa also works for the head of the Panama Canal Administration. Louisa, unlike Andrew, does not know the truth about Harry's past, which in turn uses Andrew to blackmail Harry and forcibly oblige him for his intentions.

Andrew wants to get government secrets through the tailor's relationship regarding a possible sale of the Panama Canal to foreign investors. Forced by blackmail, but also flattered by the attention of the supposedly cosmopolitan agent, Harry invents more and more alleged political and government secrets that Andrew, who needs a success, pass on to his superiors as facts. Andrew also blows up these alleged facts to the ambassador and his superiors in London and begins an affair with an embassy official.

Among other things, Harry invents a secret opposition movement that is about to carry out a coup . Harry names his friend Mickie Abraxas, an alcoholic, and his assistant Marta, who both suffered from the earlier dictatorial Noriega regime, as the leader of this so-called "silent opposition" . Andrew then obtained 15 million US dollars from the US government through his boss in order to be able to allegedly support the coup plotters, with the coup plotters asking for 10 million according to Harry, and Andrew's boss receiving 20 million from the US government.

In the meantime, the rumors of the coup have aggravated the political situation in Panama, also because the alleged coup leader committed suicide, which the British and American authorities immediately assume as a government murder. The US then intervenes militarily and the foreigners try to leave the country. In the ensuing chaos, Andrew manages to flee with most of the 15 million dollars after he u. a. Payed bribes to the British Ambassador. Louisa, meanwhile, defuses the escalating political farce that Harry has ignited by gaining access to the President with the help of her boss, who in turn clarifies the political and military situation with the US President. Harry eventually confesses his past to Louisa and his motives for the lies, and the two resume their daily lives with their children.

"
