This article shows the population development of Halle (Saale) .

On December 31, 2017, the " official population " of Halle (Saale) was 239,173 according to the state statistical office of Saxony-Anhalt (only main residences and after comparison with the other state offices ).

The city of Halle (Saale) itself gives its population in opposition to the information provided by the state office on the same date (December 31, 2017) as 241,093. From December 31, 2014 to December 31, 2017, it jumped from 233,552 to 241,093. The population growth in 2014 and the jump in 2015 were mainly due to an increase in the proportion of foreigners.

The following tables show the number of inhabitants according to the respective territorial status. Up to 1800 these are mostly estimates, then census results  (¹) or official updates from the city administration (until 1944), the state central administration for statistics (1945 to 1989) and the state statistical office (from 1990). From 1834 the information relates to the “customs clearance population”, from 1871 to the “local population”, from 1925 to the resident population and since 1966 to the “population at the place of the main residence”. Before 1834, the number of inhabitants was determined according to inconsistent survey methods.

From 1300 to 1900

Halle had between 4,000 and 7,000 inhabitants in the late Middle Ages . By 1600 the population rose to 10,000. Due to the effects of the Thirty Years War , this dropped to only 4,000 by 1682. After the Edict of Potsdam in 1685, the city experienced a strong population increase due to immigrants. The population rose to over 13,000 by 1751. With the onset of industrialization , population growth accelerated. While only 15,000 people lived in Halle in 1800, the number of inhabitants of the city exceeded the limit of 100,000 as early as 1890, making it a major city .

From 1905 to 1940

At the beginning of the 20th century, the population continued to grow and in 1927 topped the 200,000 mark for the first time. In 1939 a temporary high point was reached with 220,000 inhabitants. In the course of the Second World War, the population in Halle, as in all other German cities, fell significantly.

From 1945 to 1989

With the incorporation of the city of Ammendorf and other places on July 1, 1950, the population grew to 289,000. West of the Saale , the residential suburb of Halle-Neustadt was built in the 1960s, which was spun off from Halle in 1967 and run as an independent urban district. While Halle-Neustadt flourished and the population there increased from 51,600 in 1972 to 93,000 in 1981, the population in Halle sank to 231,000 by 1977. Large parts of the old town were exposed to decay and deserted until the 1980s. By demolishing historical buildings and building new buildings in the city center, the decline in population could only be stopped shortly before the fall of the Wall: In 1988, 236,044 people lived in Halle - without Neustadt - again. However, the turning point in 1989 alone caused a sudden population decline of over two percent, so that the population on December 31, 1989 was only 230,728.

Comparison of the number of inhabitants by city and country values ​​from 1990 to 2018 (see table)

On May 6, 1990, Halle was combined with Halle-Neustadt. On June 30, 1990, the population reached its historical high of 316,776. In fact, however, the development that had already started in 1989 continued and by the end of 1990, 7,000 inhabitants were gone compared to the peak. Due to emigration, suburbanization and declining birth rates, the city lost a further 5,000–7,000 inhabitants every year in the 1990s and thus around a quarter of the population by 2009 compared to the record year 1990. After the population decline only slowed in the 2000s, 2009 rose to 230,377 Inhabitants not only had the lowest level since reunification, but - despite the reunification with Halle-Neustadt that took place at the time of reunification - also reached the lowest level since the Second World War. Subsequently, the number of inhabitants rose slightly each year by a few hundred, and in 2015 by leaps and bounds by around 5000 to 238,321 people.

The population growth in 2013 and 2014 and the sharp rise in 2015 were mainly due to an increase in the proportion of foreigners. Without the influx of foreign citizens, the population would have decreased by a total of around 2000 people in these years and reached a new historical low in 2015. In fact, it increased by around 5,700 from 2012 to 2015. The proportion of foreigners, which had been 3.1% in 2000 and has remained relatively constant at around four percent since 2003, increased to 5.2% in 2014 and 7.3% in 2015 and thus doubled within a few years.

The different city districts have developed very differently since the turn of the century, which is most evident around the turn of the millennium. While the lowest point was reached in the middle, north and east districts in the mid-1990s and the population has increased again since then, the population decline in the west (with Neustadt) and south districts continued until the end. 2014 was the first year since reunification in which there was a simultaneous increase in population in all five districts. Centrally located districts such as the old town, northern and southern inner city or Paulusviertel have recorded a population increase of around 30 to 40 percent from 2000 to 2015 alone. During the same period, districts such as Silberhöhe or Westliche Neustadt lost more than 40 percent of their residents, despite the considerable emigration that took place in the 1990s.

The information provided by the city of Halle (Saale) and the State Statistical Office differ slightly due to different survey methods. While the information from the State Office was almost always slightly above the figures for the city of Halle until 2011, they were corrected downwards in the course of the results of the census in 2011 and have since been below the city's values. There has been a similar development throughout Germany, which has since been the subject of disputes about the “true” population size.

Population projections

Three forecasts compared to the real development from 1990 to 2018

For the future, all four known population forecasts predict population decline or stagnation. However, the two forecasts from 2006 and 2010, which predicted a relatively sharp decline, do not seem to be fulfilled so far. The State Statistical Office of Saxony-Anhalt forecast a decline in the population from 231,135 (2010 forecast) to 222,268 (2015 forecast) inhabitants. In fact, the population was already above forecast in the year of publication 2010 and increased to 238,321 by 2015 instead of decreasing.

Bertelsmann Foundation forecast

In their 2006 “Guide to Demographic Change 2020”, in which the Bertelsmann Foundation provides data on the development of the population of 2,959 municipalities in Germany, a population decline of 16.7 percent (40,055 people) between 2003 and 2020 is predicted for Halle. However, the forecast for 2005 and 2010 has proven to be clearly wrong, as the figures above show.

Forecast by the State Statistical Office

In 2010 the State Statistical Office published the updated 5th regionalized population forecast for Saxony-Anhalt. It is expected that Halle's population will decrease by almost 10 percent between 2010 and 2025. Instead, however, the population has increased by almost 5% after about half the time. As of December 31, 2017, this forecast had already predicted the population size too low by almost 20,000 people. This shows that the forecast is more than out of date and by no means realistic.

Forecast of the city of Halle (Saale)

On September 11, 2014, the city of Halle (Saale) published a 2014 population and household forecast, commissioned by the Hamburg consulting firm Analyze & Concepts , which is intended to predict the population development up to 2030.

This assumes a slight population increase to 233,110 inhabitants by 2017, which corresponds to an average increase of 0.04% per year compared to the starting year 2013. Subsequently, due to the decreasing migration gains, the population is expected to slowly and steadily decline to 231,162 inhabitants by 2030, which corresponds to a loss of 1,450 inhabitants or −0.7% compared to 2013.

This prognosis is the only one of the three known studies to differentiate the different parts of the city. For example, while a further increase in population is forecast for the inner city districts by 2030, the decline in population is expected to continue in districts such as Neustadt and Silberhöhe.

Postbank forecast

In March 2016, Deutsche Postbank AG published a study under the direction of Michael Bräuninger, Professor at Helmut Schmidt University, entitled Housing Atlas 2016 - Living in the City , in which a population forecast for 36 major German cities for 2030 is carried out. It is the only one of the studies mentioned that it also explicitly takes into account immigration as part of the refugee crisis in Germany from 2015 . For Halle (Saale), a population decline of 10.41% is predicted by 2030 despite the influx of refugees. Based on the population as of December 31, 2015, this would correspond to a projected population of around 213,000 in 2030. Among the 36 major cities examined, an even greater population decline is predicted only for Chemnitz .

The largest groups of foreigners legally registered in Halle on December 31, 2015 came from Syria (3,500), Romania (1,168), Vietnam (824), Afghanistan (819), Russia (806), Turkey (773), Ukraine (597 ), Iraq (592), Poland (498) and Bulgaria (371). The official statistics do not include naturalized persons and German-born children of foreign origin as foreigners.
