The sources on Frank Denver are very poor. He came to Nevada as a representative of the Central Pacific Railway . There he embarked on a political career as a member of the Democratic Party .

In 1870 Denver was elected lieutenant governor of Nevada alongside Lewis R. Bradley . He held this office between 1871 and 1875. He was Deputy Governor and Chairman of the State Senate . He also headed the state prison until 1873. He was injured in a prisoner revolt in 1871. In 1873 the state constitution was changed. From then on, the lieutenant governors were no longer heads of the state prison. Denver fought unsuccessfully. All that is known about Denver is that he was involved in the construction of a toll road in White Pine County and supplied the stones required for the construction of the state capitol and the state prison from his quarry. This suggests that he was in the industry professionally.
