Community settlement (Israel)
A community settlement ( Hebrew יישוב קהילתי Yishuv Kehilati ) is a co-operative locality in Israel that is not engaged in agriculture . In contrast to a kibbutz or a moschav , the economic cooperation between residents is only very loose. Most of the residents work outside the settlement.
Legal structure
A community settlement is a cooperative in which all residents are members. The land for the entire settlement is owned by a company, usually the Jewish National Fund or the Israeli Land Administration (ILA). The individual parcels and properties are only leased or rented to the members of the cooperative. A community settlement is similar to a housing association the size of an entire settlement. The residents pay their own fee to the community settlement committee , which uses it to finance public facilities such as day-care centers , synagogues , grocery stores, sports facilities and swimming pools. The community settlements offer a high standard of living and a high quality of life, including a private house, with a religious location and a strong society with common values but without the socialism that kibbutzim and moshavim typify. The settlements are usually relatively small, between a hundred and a thousand inhabitants. Some are even smaller, with fewer than 30 residents.
Common features
- Most community settlements are small and have no more than a few hundred inhabitants. This means that they are too small to form their own local government. They usually belong to a regional administration . The community settlement is administered by a local committee , which can form committees for individual tasks.
- The community settlements mostly consist of single-family houses financed by the cooperative .
- The residents are usually very involved in life within the community.
- A location outside of densely populated urban areas, in the middle of a natural landscape
- If someone wants to buy a house or open a business in a community estate, they need the consent of the residents. This is usually done through an admissions committee.
- The inhabitants of a community settlement have a great influence on the selection of new members. They can have certain ideas that the new members should have or only allow like-minded people to be accepted. These include ethnicity, religious beliefs, marital status, shared ideology, belonging to a certain generation, social class or a certain immigrant group.
history
The first community settlement in Israel was Neve Monosson, founded in 1953. In 1976 an independent association was founded.
The Likudregierung promoted in 1977 the construction of settlements in the occupied territories . These are very often community settlements.
In 2010 there were around 170 community settlements in Israel.
