The IRA's Green Belt (Industry Association for the Promotion of Cycling and Cycling) and the Small Tour of Germany , a predecessor of the later Germany Tour , took place from September 16 to 26, 1948 . It led from Stuttgart over 1,510.2 kilometers to Hamburg . The tour consisted of eleven ratings, including six criteria, similar to the races of the previous year (the Green Belt from the Rhine ), and five long-distance stages.

45 drivers took part in six German works teams. The goal was reached by 28 starters, with the winner covering the distance with an hourly average of 35.526 km / h.

The leader received a white jersey with a green chest ring. This was won at the end of the tour by Philipp Hilbert , who had turned 37 during the tour, seven seconds ahead of Erich Bautz , who could have been the first to win the tour twice. Interest in the tour decreased slightly. Only the long-distance stages aroused the enthusiasm of the audience, while the criteria on the circuit courses were very sparsely attended.
