Holger Arppe (born April 14, 1973 in Rostock ) is a German politician (non-party, previously Alternative for Germany , AfD). In 2014 he was one of the two state spokespersons for the AfD in Mecklenburg-Western Pomerania and in 2016 entered the state parliament of Mecklenburg-Western Pomerania via the state list of his party . After journalists had uncovered racist , pedophile , violent pornographic and glorifying abuses by means of chat logs, Arppe left the parliamentary group at the end of August 2017 and was expelled from the party after a final judgment in September 2018.

Life

After serving in the army , Arppe completed an apprenticeship as an offset printer . He runs a shop in Rostock whose premises he also uses for events. a. on the subject of homosexuality . Since 2011 he has been trying to get a seat in the Synod of the Evangelical Lutheran Church in Northern Germany .

Arppe is openly gay and lives with his partner in Rostock.

Political career

Since May 2014 Arppe has been a member of Rostock's citizenship and the Schmarl district representation .

From February to November 2014 he was one of the two state spokesmen for the AfD in Mecklenburg-Western Pomerania . He did not run again at the state party conference at the end of November 2014. Leif-Erik Holm was elected as his successor . At the state party conference in Güstrow in 2015, he ran alongside Leif-Erik Holm, Matthias Manthei and Petra Federau for the top of the board, but was defeated in a battle vote. However, he was elected as an assessor in the state board, where he remained until November 2016.

In the state elections in Mecklenburg-Western Pomerania in 2016 , Arppe ran unsuccessfully as a direct candidate for the Hanseatic City of Rostock III state electoral district , but was elected to the state parliament via the state list of the AfD. There he was elected deputy chairman as well as church and cultural policy spokesman for his parliamentary group, which also appointed him as a member of the board of trustees of the state center for political education .

Political positioning and its communication

In May 2015 Arppe was sentenced to a fine of 90 daily rates of 30 euros for a comment made in an internet forum in 2009 and assessed as inhuman by the Rostock District Court for sedition . Both the prosecution and Arppes lawyer submitted appeal against the judgment. The court of appeal, the Rostock regional court, sentenced Arppe again in May 2018 for sedition (30 daily rates of € 100 each). Arppe wants to appeal to the Rostock Higher Regional Court.

Arppe sympathizes with the right-wing extremist Identitarian Movement . During the state election campaign in 2016, he called for an end to the “distancing eritis” against the Identitarian Movement and Pegida at an event organized by Compact magazine .

After a suspect in the criminal case Maria L. became known , Arppe mocked the father of the killed student in a short message in December 2016 . Politicians from other parties criticized Arppe for the political instrumentalization of the act, whereupon Arppe tried to relativize his statements.

Arppe was also one of the AfD politicians who, through the mediation of right-wing extremist Manuel Ochsenreiter, took part in unofficial election observer missions in former Soviet republics. In 2017 he was part of the delegation with Enrico Komning and Thomas Rudy as well as members of the Freedom Party of Austria , which pretended to monitor a referendum in the Republic of Nagorno-Karabakh .

Exclusion from parties and criminal proceedings

On August 31, 2017, research by NDR and taz revealed that Arppe was being offensive and racist towards journalists, critics and party colleagues in non-public Facebook chats that he had with his parliamentary colleagues Sandro Hersel and Thomas de Jesus Fernandes , among others had expressed. He also described Germany as a fascist apartheid state and fantasized about the execution of political opponents after a seizure of power and the rape of men, women and children.

In 2015 he wrote that one had to "destabilize the system [...] through constant teasing". Then you have to “first send all the red-green shit onto the scaffold. Arppe left a press request from taz and NDR on August 29 unanswered, but declared in Junge Freiheit on August 31 that he would not renounce his mandate in the state parliament, but that he was stepping down from the party and state parliamentary faction with immediate effect in order to damage the AfD to avert the 2017 federal election . However, Arppe withdrew this announcement of his resignation at the end of September 2017. The board of directors of the AfD Mecklenburg-Western Pomerania initiated a party exclusion procedure against Arppe at the end of September 2017 , but at the state party congress a few weeks later, Arppe, who also received support from the members of the AfD state parliamentary group, was even proposed as state chairman.

Arppe was unanimously voted out of the Rostock citizenship committees at the beginning of September 2017.

In October 2017, this time on his website, Arppe indirectly encouraged the use of violence against politically dissenters and attacked in particular Peter Ritter, who works for Die Linke in the state parliament of Mecklenburg-Western Pomerania .

In mid-October 2017, on the recommendation of the parliamentary legal committee , the state parliament of Mecklenburg-West Pomerania unanimously approved the continuation of the prosecution against him in Arppe's absence, thereby lifting the MP's immunity . This happened at the request of the Rostock Regional Court , where the appeal proceedings for incitement to hatred against Arppe were opened on April 30, 2018. In May 2018, Arppe was sentenced by the Rostock regional court to a fine of 90 daily rates of € 100 for sedition.

In June 2018, the AfD's regional arbitration tribunal granted an application by the regional executive board to exclude Arppe from the party. In September 2018, the Federal Arbitration Court rejected an appeal, so that the exclusion from the party became final.

Pedophile fantasies of violence and indictment of sedition

In 2014, Arppe's chat logs were leaked. According to Spiegel, these are copies of Arppe's private Facebook messages from 2011 to 2017 with a volume of around 12,000 pages. In these he writes that “you can have a nice fuck on a spring castle like that” (...) “Hundreds of children and their families stand around the bouncy castle and look. Then the children all want to play. Such a nice ten-year-old butthole is sure to be nice and tight ... "In February 2012 he wrote" Then we get drunk without restraint and piss everything. In 2015, Arppe was sentenced in the first instance to a fine by the Rostock District Court for inciting hatred on the Internet against Muslims (ibid.).

Politics after exclusion

Even after his exclusion from the party, Arppe kept in contact with AfD, especially with former colleagues in his Rostock district association and with right-wing nationalist currents in his party. He took part in a meeting of the völkisch " wing " at the end of November 2019 on Rügen.
