format

In the preliminary round, the teams were divided into two divisions based on their performance. In both divisions, the teams were then divided into two groups of six teams each. The first three of the two groups in Division 1 qualified directly for the next round. The group fourth played a playoff game against one of the group winners in Division 2, the winner of which also qualified for the next round. If the team from division two wins, it takes over the points of the losing team from division 1. The next round was played as a Super League, in which each team competed against the team that they had not played in the preliminary round. The first two of the group qualified for the final, the third and fourth group qualified for the game for third place. The two finalists and the winner of the game for third place qualify for the world championship.
