Here traditional circles were dissolved or divided into smaller circles, whereby there were also changes of area beyond the borders of the former 5 countries. The Torgau district was assigned to the Leipzig district , the city of Torgau became the seat of the district .

The Elbhafen (with an annual turnover of 400,000 t), the long-distance roads F 182 (Wittenberg – Dresden) and F 87 (Leipzig – Cottbus) as well as the Leipzig – Cottbus railways to Wittenberg and Belgern made Torgau a transport hub.
