Lingayen is a municipality in the Philippine province of Pangasinan and the administrative seat of the province. It is located on the Lingayen Gulf, named after it, and at the mouth of the Agno River . In 2015 Lingayen had a population of 103,278. The borough is also the birthplace of former Philippine President Fidel Ramos .
