Cecilienallee 4 The neo-baroque palace was built by the government architects Quast and Balhorn as a service villa for the then President of the Higher Regional Court. As a state building inspector, Heinrich Quast had implemented changes to the construction of the Düsseldorf Higher Regional Court with his office , and in 1911 he was appointed to the board of the building construction office in the Minden administrative district . Rudolf Balhorn (born January 6, 1878, † September 10, 1914) was a government master builder in the building construction department of the Ministry of Public Works in Berlin. The small palace as the official residence of the court presidents was intended to complement the courthouse at 3 Cecilienallee . The residential building of Adolf Ratjen (1845–1931), President of the Higher Regional Court from 1909 to 1916, was built in the same style and material at Cecilienallee 4 so that, together with the courthouse, it forms an urban portal for the beginning of Klever Strasse on the banks of the Rhine . The renovation of the building was completed in 2007 on the basis of historical photographs and planning documents. Old fragments, such as stucco ceilings, were painstakingly reconstructed and missing parts were added. The central atrium was rebuilt and the newly created area converted into a contemporary, modern language. City villa City villa Rotterdamer Strasse 65 (1927 Rotterdamer Strasse 40, during the National Socialist era Alte-Garde-Ufer 104) The villa on the Rhine was the last work by the architect Josef Kleesattel , who did not live to see the building being completed. He died on March 29, 1926. The villa was built for the doctor Peter Janssen (* 1874), founder of the Golzheim Clinic and son of the painter Johann Peter Theodor Janssen , who owned the villa property in the mid-1920s from his mother-in-law Fanny Leiffmann (1859– 1932), wife of Moritz Leiffmann . In 1991 the house, owned by the Federal Republic of Germany and the former residence of the British Consul General, was listed as a historical monument. The street facade of the two-story building is divided into four axes. The outer axes have standing bay windows with a balcony above. The cassette windows, some with shutters, structure the entire brickwork building. The tiled hipped roof is equipped with four dormers. On the right side is a porch with a mansard roof, which protrudes towards the garden. The garden facade is characterized by a flight of stairs with a balcony above. The park-like garden adjoins the large terrace. The wood carved staircase, the heating cladding in the foyer and the stucco ceilings and built-in cupboards, some of which are located throughout the property, are also listed buildings. In 2014 the city villa, with a living space of 500 square meters, was sold to a private individual for 4.7 million euros.
