history
The grant for Lowell was proclaimed on March 5, 1787 under the name and the grant was set on June 7, 1791 under the name Kellyvale in favor of John Kelly. Settlement began in April 1806 with Major Wm. Caldwell of Barre, Massachusetts, and on March 31, 1812, the town's inaugural session took place. The name was changed to Lowell on November 1, 1831.
On November 18, 1852, Lowell gave land to Irasburg and on November 5, 1858, part of the western lands were given to Montgomery.
Kelly sold the grant to Franklin and Robinson, New York, who could not meet the grant and it came to M. Mawhurst. Some parcels still belong to family members today. Other plots were resold by speculators and traded several times. The town's area was first accessed to the west through the Hazen's Notch , now Vermont State Route 58. The road was laid by Colonel Hazen, who provided access through the wilderness during the American Revolution .
