The Ministry of Land Reform ( MLR ; English Ministry of Land Reform ) was in charge of land issues and resettlement and for surveying and land registration Ministry in Namibia . The minister Utoni Nujoma has presided over the ministry since 2015 . Since December 15, 2016, Priscilla Boois has been Vice Minister. It went up in 2020 in the Ministry of Agriculture .

The Ministry was called until 2005 Ministry of lands, resettlement and rehabilitation (English Ministry of Lands, Resettlement and Rehabilitation ) or 2015 Ministry of lands and resettlement (English Ministry of Lands and Resettlement ).

The ministry is divided into two departments, the Department for Land Reform, Resettlement and Regional Program Implementation and the Department for Land Management. The politically most important task of the ministry is the land reform in Namibia according to the Agricultural (Commercial) Land Reform Act, 1995 (Act No. 6 of 1995), i.e. the settlement of Namibians from previously disadvantaged groups by means of a statutory right of first refusal privately bought commercial farms and, on the basis of the Communal Land Reform Act, 2002 (Act No. 5 of 2002), the registration of land use rights in the areas with traditional communal land rights that are predominantly, but not exclusively, in the north of the Landes, north of the so-called Red Line (veterinary and settlement border or Police Line).

In the course of these tasks, training courses are also carried out for local farmers and the agricultural infrastructure (fences, water points, cattle enclosures ) in the communal areas is improved (Program for Communal Land Development (PCLD)).

The Ministry is also responsible for the implementation of the Flexible Land Tenure Act, 2012 (Act No. 4 of 2012), on the basis of which, regardless of the land register , an instrument for the low-cost registration of rights of use in informal urban settlements is enabled and managed a spatial planning at the regional level by (Integrated Regional land Use plan - IRLUP).

The Department for Land Management comprises the central land registry administration of the country (Directorate of Deeds Registry), the national cadastral and land surveying office (Directorate of Surveying and Mapping) and a valuation department (Directorate of Valuation and Estate Management), which is mainly responsible for tax assessment commercial farmlands and valuations related to acquisitions under the Agricultural (Commercial) Land Reform Act.
