Monitor is a German TV magazine of the ARD with predominantly political topics. The focus is on German domestic politics . It is produced by Westdeutscher Rundfunk (WDR).
Monitor was founded in 1965 by Claus Hinrich Casdorff and headed and moderated until 1981 (with an interruption of the editorial management from 1973 to 1975). Right from the start, the show was particularly controversial in conservative circles and in business and is considered politically left-wing .
Monitor's current theme song is based on Lucifer from The Alan Parsons Project .
Time slot
The broadcasting slot of Monitor, like that of the other ARD political magazines, has changed frequently over the past decades. The program is currently broadcast alternately with panorama and contrasts on Thursday at 9.45 p.m. This slot was shortened to just 30 minutes. Other dates in recent years were Thursday 8:15 p.m. and 9:00 p.m.

Reports with great response
Monitor has received a lot of attention in recent years, among other things, with its reports on the use of weapons prohibited under international law in Kosovo and in the Iraq war, as well as its satires at the end of the program. The "Lotto Numbers Satire" in 1994, in which Federal Finance Minister Theo Waigel was accused of manipulating the results, achieved a particularly strong reaction . This prompted the then Federal Chancellor Helmut Kohl in the Bundestag to make critical remarks about the future of the entire ARD .
A report on worms in edible fish on July 28, 1987 had a major impact . As the program ran immediately after a football game, the report had an audience of millions and sales of fish fell nationwide. Bankruptcies and layoffs were just as much the result as a change in the law on fish processing. In 1997, Monitor sent a report that worms were still regularly in the fish without achieving such publicity.
In 2004–2010, Monitor won a long-term trial against the servants of Jesus and Mary and the Catholic Scouting of Europe in all instances, accused of making anti-Jewish statements in the broadcast on July 22, 2004 . In 2009 the report was published again.
A critical report on the Riester pension in 2008 caused a lot of attention. In the program, it was discussed that the capital saved in a Riester pension is taken into account when the basic pension is drawn in later retirement age. Using the figures from the pension insurance, Monitor calculated that the Riester pension is not worthwhile for large parts of the population (for example using an average earner who has paid into the pension fund for 32 years and also saved up the Riester pension at the same time). The report led the Federal Ministry of Labor and Social Affairs to publish a press release and describe the article as incorrect, as did the German Pension Insurance . Focus magazine published a number of strong criticisms of Monitor because of the report. The Ministry and the pension insurance justified their contradiction with the fact that there can be other income besides the pension, for example rental income, which is why the problem described by Monitor is less significant and the Riester pension is also worthwhile for low- wage earners . Walter Riester criticized the journalistic methods of the magazine, among other things because an interview with him was not broadcast. Monitor contradicted this criticism, instead of the interview with Riester, the decision was made to let those currently politically responsible have their say, i.e. Labor Minister Olaf Scholz and Bert Rürup . The star pointed out that the core statement of the monitor contribution, that Riester pension is not worthwhile for some, was not contradicted by Riester.

criticism
In the long history of the magazine since 1965, it has occasionally been criticized that individual articles are poorly researched or even manipulative.
In the early 1990s, Monitor, following on from similar reports from Great Britain and Northern Ireland , reported an accumulation of malformations in newborns in a region on the North Sea coast. However, this was contradicted by the interest group arm and hand malformations and Eberhard Passarge (University of Essen), a particular accumulation (more often than possible fluctuations) of such cases was not noticed near the coast. The tourism in the region has recorded losses afterwards according Konken.
In the context of the report from 2008 on the Riester pension (see section Reports with great resonance ), Kayhan Özgenc ( Focus Online ) accused the magazine of tendentious “campaign journalism” and, like Walter Riester, questioned the working methods of the editors.
The website klima-luegendetektor.de accused the magazine of a monitor report from 2014 on thermal insulation that it had misrepresented facts with the aim of uncovering an alleged scandal.
After two reports by Monitor about the planned TTIP free trade agreement and the alleged consequences for the use of toxic chemicals, the EU Commission rejected many of the claims made by Monitor as false and complained that important interviews had been withheld.
As part of the fracking debate at the end of 2014, the NDR magazine Panorama accused the monitor of withholding facts in order to subsequently conclude incorrect allegations and finally to draw illogical conclusions.
