National natural heritage
Areas in Germany that have been protected as permanent nature conservation areas since 2000 are designated as national natural heritage . This is done by transferring land and water areas from the property of the Federal Republic of Germany to the sponsorship of the federal states , the German Federal Environment Foundation (DBU) or nature conservation associations . The areas - as of 2015 a total of 156,000 hectares have a high nature conservation value , as they accommodate numerous rare animal and plant species, are spacious and are viewed as a biotope network . By transferring them to non-profit nature conservation organizations, the protection goals are strengthened in the respective areas. The areas of the national natural heritage are part of the national strategy for biological diversity adopted by the federal government in 2007 . The development of wilderness areas is sought in places.
term
The term national natural heritage was officially introduced in 1998 in the coalition agreement between the Social Democratic Party of Germany and BÜNDNIS 90 / DIE GRÜNEN and further developed in 2005 in the coalition agreement between the CDU, CSU and SPD for a bundle of measures to protect nature in Germany. This included B. In addition to a national nature conservation strategy or the limitation of land use, the transfer of federal land to the federal states, foundations or nature conservation associations. The concept of natural heritage is based on the assumption that Germany assumes national responsibility for the animals, plants and habitats living on its territory in order to preserve them for the global community.
Development and goals
There are four creative phases for the National Natural Heritage:
- In 2000, under the red-green government , it was decided to give 50,000 hectares to the federal states or recognized nature conservation associations.
- Furthermore, the subsequent government under Chancellor Angela Merkel agreed on an area transfer of 80 to 125,000 hectares. These are 60,000 hectares of military land (previously managed by BImA ), 21,000 hectares of BVVG areas, 9,000 hectares of the Green Belt and 4,000 hectares of post-mining landscapes . The federal government will continue to transfer the remaining 25,000 hectares in the coming years.
- On December 14, 2011, the budget committee of the German Bundestag decided to further secure 24,500 hectares of federal land for the national natural heritage. The focus was on negotiations on the areas of the former Wittstock military training area in the Wittstock-Ruppiner Heide .
- On June 17, 2015, a further 62 areas with a total area of 31,000 hectares were added to the national natural heritage by a resolution of the budget committee of the German Bundestag. The properties are federally owned former military areas. These include, for example, Schwanewede near Bremen , the Wersener Heide near Osnabrück ( Lower Saxony ), the Lübenheener Heide in Mecklenburg-Western Pomerania and the former Bundeswehr training area at Storkow in Brandenburg . With the new areas, the total area of the national natural heritage as of 2015 is 156,000 hectares.
The transfer of the areas is free of charge and is usually tied to nature conservation management requirements. The legal basis for the transfer of BVVG areas is the Equalization Services Act (Section 3 (12) ff). In so-called Magdeburg lists , the usability and claims of previous owners are first checked. The BImA areas are transferred based on an authorization in the budget under the conditions provided there.
A complete cessation of use is planned in the forest areas.
The non-profit DBU Naturerbe GmbH , a subsidiary of the Deutsche Bundesstiftung Umwelt (DBU), will secure 33 large-scale properties - around 46,000 hectares in nine federal states - for nature conservation in the long term. These DBU natural heritage areas, which are mostly former military training areas, will gradually be handed over to DBU Naturerbe GmbH over the next few years. This was stipulated in a framework agreement between the federal government and the German Federal Environment Foundation on May 13, 2008.
DBU Naturerbe GmbH has been responsible for nature conservation measures on site since April 2009 and carries them out in cooperation with the employees of the Federal Forests division of the Federal Agency for Real Estate . In addition, work is carried out by volunteer work in the mountain forest project. The main goals of DBU Naturerbe GmbH are to promote and maintain the domestic wealth of animal and plant species in different habitats. In addition, she would like to promote sustainable nature awareness among the population.

The Federal Environment Foundation has numerous projects in the implementation phase across Germany .
- In the east of the island of Rügen, near Prora, areas were transferred in February 2009 with a ceremony by the DBU. It is a pilot project.

- German Wildlife Foundation : In January 2012, the takeover of around 1,200 hectares will be completed, which the German Wildlife Foundation will take over from the BVVG as part of the national natural heritage. - NABU Foundation National Natural Heritage : Between 2003 and 2017, the NABU Foundation took over a total of 11,010 hectares of natural heritage areas from the federal government, e.g. B. the 660 hectare Gülper See in Havelland or 860 hectares in the Peene Valley in Mecklenburg-Western Pomerania.
Others
In Mecklenburg-Western Pomerania , more than 10,000 hectares of BVVG nature conservation areas have been transferred to authorized recipients since the land transfers began in 2002. They are subdivided into around 6,400 hectares in the state of MV, around 900 hectares in the Landesstiftung Umwelt und Natur MV and around 3,100 hectares in other nature conservation agencies , such as the nature conservation association in the area of Griever Holz and Lieper Burg . The transfer of a further 9,000 hectares of BVVG land is still to be implemented within the 2010s.
politics
In addition to other contributions, the Naturschutzbund Deutschland (NABU) asked for the 2013 federal election that the federal program for biological diversity should be financially strengthened as part of the national strategy for biological diversity and increased to a volume of 100 million euros by 2016. One of the key requirements for achieving this goal is to secure a further at least 30,000 hectares in federal ownership permanently as national natural heritage.
