The Partido Democrático ( German  Democratic Party ) is a party of East Timor that was founded on June 10, 2001. The PD has been part of the East Timorese governing coalitions several times.

Fernando La Sama de Araújo was the first chairman until his death in 2015 . Then the previous vice- president Adriano do Nascimento led the party until he was replaced as party chairman by General Secretary Mariano Assanami Sabino , former Minister of Agriculture, Forestry and Fisheries.

The original vice-presidents were João Boavida and José "Burras" Nominando . In 2017 the party vice-ministers Lurdes Maria Bessa (since 2017 Vice Minister for Education and Culture) and Carlos Saky .

The new Secretary General after Sabino is António da Conceição , Minister for Trade and Industry. Deputy General Secretaries are Francisco da Costa Soares ( Borolaku ), State Secretary for Institutional Strengthening from 2012 to 2015, Eusébio Guterres (Member of the National Council 2000/2001) and Samuel Mendonça , State Secretary for Local Development (2012-2015) and State Secretary for State Administration ( 2015-2017).

The political commissioner is Julio Metamali Aráujo . Angelina Machado de Jesus was president of the Organização Mulher Democrático , the party's women's organization , from 2011 . 2017 is President Elvina Sousa Carvalho .

Structure and goals

Most of its members belong to a young generation in the country who have studied abroad, for example in Indonesia , Norway , Portugal , Australia , New Zealand and the United States . The aims of the party include the participation of the young generation in the political decision-making processes of the country, the elimination of disparities between the sexes, the solution of certain environmental problems and the fight against corruption and nepotism in government offices.

Many members of the PD came from the Resistência Nacional dos Estudantes de Timor-Leste RENETIL. With the founding of the party one wanted to set up a counterweight against the FRETILIN. In addition, a purely presidential system of government was advocated instead of the semi-presidential system that was finally introduced.

In the first parliamentary elections on August 30, 2001 , the party received 8.72% of the vote and thus seven of the 88 seats in the national parliament . It was the second largest parliamentary group after FRETILIN .

To the 2007 presidential elections Fernando de Araújo ran as candidate for PD. Both a representative of the Catholic Church and the fugitive rebel chief Alfredo Reinado spoke out in favor of Araújo as president. In the first round of voting, Araújo took third place behind Prime Minister José Ramos-Horta and the Speaker of Parliament Francisco Guterres with 19.18% of the vote and could therefore no longer run in the runoff election on May 8th. The result was questioned due to the chaos during the counting and various irregularities by Araújo, but the appeal against the election result was rejected in court.

In the parliamentary elections on June 30, 2007 , the PD received 11.30% of the vote and 8 of the 65 seats in parliament. The FRETILIN , the largest with 21 seats the party was, laid claim to leadership in a future government, whether as a minority government or a coalition, but PD, National Congress for Timorese Reconstruction CNRT and Coligação ASDT / PSD (the common party list of Associação Social-Democrata de Timor and Partido Social Democrata ) formed a coalition called the Alliance of the Parliamentary Majority , or AMP for short. The AMP had a narrow majority in parliament with 37 seats. After unsuccessful negotiations with FRETILIN and mediation attempts by President Ramos-Horta, the CNRT chairman Xanana Gusmão was finally entrusted with forming a government and now headed an AMP government as prime minister.

In the parliamentary elections in 2012 , the PD was the third strongest force behind CNRT and FRETILIN with 48,851 votes (10.31%). The PD achieved its best result in what was then the Lautém district , where it was in second place with 20.64% of the votes, behind FRETILIN and even ahead of the CNRT. With the CNRT and the Frenti-Mudança , the PD formed a new coalition government. Xanana Gusmão from the CNRT was again prime minister, while Fernando de Araújo became deputy prime minister. After Gusmão's early resignation, Rui Maria de Araújo of FRETILIN became the new Prime Minister on February 16, 2015 . His government now includes members of all four parties represented in parliament. Fernando de Araújo became one of four ministers of state, coordinator for social affairs and minister for education. However, on June 2, 2015, Araújo died of a stroke. Successor as Minister of State was António da Conceição . Conceição has been Minister for Trade, Industry and the Environment since 2012. In total, the PD had five representatives in the cabinet.

In March 2016, the coalition between CNRT and PD broke over the dispute over the military commander in chief and the conflict between government and parliament on the one hand and President Taur Matan Ruak on the other. As a result, the PD members in the parliamentary presidium Adriano do Nascimento and Angelina Machado de Jesus had to give up their offices. PD members in the government closed down on May 7th. They justified the move with wanting to maintain the stability of the government.

Nevertheless, on January 27, 2017, Conceição declared that he would run as the PD candidate in the 2017 East Timor presidential elections.

In February 2017 there was heavy criticism of the PD for creating an internal party "security service". The members of the Guarda Democrática wear blue uniforms with copper-colored scarves and are supposed to protect events and rooms of the party. Interior Minister Longuinhos Monteiro ordered a review of the organization and its role, as the law forbids parties from creating their own security forces. The police are responsible for protecting political events . Vice-party leader Lurdes Bessa contradicted the accusation that they wanted to create a party militia (Satgas) based on the Indonesian model , of which attacks on political opponents and journalists are known. The Guarda Democrática should give unemployed young people a "little recognition and responsibility" and also provide social services, for example in the event of natural disasters. The party’s internal greeting with an outstretched right arm was also criticized.

From February 24 to 26, 2017, 1,500 members of the PD met in Dili for the third party congress.

In the presidential elections on March 20, Conceição received 32.47% of the vote and came in second behind election winner Francisco Guterres from FRETILIN. Conceição also received support from the Partidu Libertasaun Popular (PLP) and the Kmanek Haburas Unidade Nasional Timor Oan (KHUNTO).

In the parliamentary elections in East Timor in 2017 , the PD became the fourth strongest force in parliament after FRETILIN, CNRT and PLP with 9.79% of the votes (55,608) after slight losses. She now had seven seats there. On September 13th the PD signed a coalition agreement with FRETILIN. The alliance only had 30 of the 65 seats in parliament. The originally planned third coalition partner KHUNTO did not sign the contract at the last moment due to internal disputes. Nevertheless, a minority government was formed against CNRT, PLP and KHUNTO, who blocked the government in parliament. President Francisco Guterres finally dissolved parliament and called for new elections on May 12, 2018 . The PD had to cope with losses. She received only 50,370 votes (8.1%) and five seats in parliament. In contrast to FRETILIN, the leadership of the PD recognized the election result without objection and announced that it would pursue a constructive opposition.

On February 22, 2020, CNRT, KHUNTO, PD, UDT, FM and PUDD publicly signed a coalition agreement to form a new government. However, when the alliance wanted to fail the extension of the state of emergency because of the COVID-19 pandemic in East Timor on April 27 , the MPs of the KHUNTO and PD President Mariano Sabino Lopes voted for the state of emergency. One PD MP was missing and the remaining three abstained. The CNRT then declared the alliance to have failed. On April 29, the 8th government under Prime Minister Taur Matan Ruak proposed that the cabinet positions that had been vacant since 2018 be filled with five FRETILIN and one PD representative. The next day the names were presented. For the PD, Júlio Sarmento Metan Malik da Costa was sworn in as Minister for Veterans on May 29th.
