The Südhafen Spandau is an inland port on the Havel in the Berlin district of Spandau . It consists of an occasionally used upper port north of the Schulenburg bridge and a lower port south of the bridge, which is regularly in operation.

Overview

The southern port of Spandau is a circumferential pounded peninsula in the Havel and has a land area of ​​146,959 m². It is divided into a lower port of 101,369 m², which is currently used for handling goods, and an upper port of 45,590 m², which is mostly fallow . Schulenburgstrasse runs along a dam between the two parts of the port. The port area also includes 26,222 m² of water from the Havelal arm. In the area of ​​the lower harbor there is an approximately two-kilometer-long network of tracks, operated by the Industriebahn-Gesellschaft Berlin . Two port cranes are in operation in the lower harbor, the remains of a third crane are in the upper harbor.

In terms of freight volume, the Südhafen is the second largest public port in Berlin after the Westhafen . These are also the two ports that are suitable for trimodal traffic in Berlin with connections to rail and road. The operator is the state-owned Berlin port and warehouse company (BEHALA).

history

With the support of the Prussian state, the then city of Spandau expanded the southern harbor at Tiefwerder between 1906 and 1911 . In connection with the expansion of the large shipping route Berlin – Stettin and the Spandau lock , the Havel was straightened here , so that a flood-free island was created between the Havelal arm and the regulated river. The port facilities on the island were the 1909 finished with a causeway, now Schulenburgstraße, Schulenburg Bridge and Stresow connected. A railway connection was built that connects the port facilities with the freight station in Ruhleben . When it opened on June 1, 1911, the Südhafen was the first port in the region with a siding.

In the first few years, mainly English gas coal from Hamburg, rolled iron , building materials and sugar beet were handled . The inland port quickly lost its importance, as did the Spandauer Nordhafen , as it was not up to the competition from Berlin's western port .

In 1933 the Havelaltarm north of Schulenburgstrasse was filled in. The remaining part south of Schulenburgstrasse is called Unterhafen Spandau .

From 1924 the iron and metal dealership Max Heimann was located in the south harbor, which was liquidated as a Jewish business enterprise in 1939 .

After the Second World War , the storage capacities for liquid mineral oil products were considerably expanded to around 40 high-level and 60 underground tanks. In this context, an additional tanker dock was built opposite the Unterhafen on the west bank of the Havel around 1980 .

The port area was heavily contaminated in connection with the handling of mineral oil products . After 1990, the BEHALA high and underground tanks, buildings and seals built partially returned and restored the damaged areas. Since then, the tanker port has been used as a berth for the transport of dangerous goods .

Development of the freight volume

Today, the southern port is a freight traffic sub-center where freight is also reloaded between rail and truck. Since 1999 the annual cargo throughput has decreased from 1.7 million tons to around 500,000 tons today. After the Westhafen, the Südhafen still remains one of the two leading locations in Berlin for cargo handling by far. Goods transported by ship are predominantly unloaded in the southern harbor. When it comes to goods, the predominant category is ores, stones, earth, etc. Ä., Above all, these are aggregates for the concrete mixing plant at Unterhafen. In addition, there are chemical products as well as paper and forest products, for example paper rolls for the Spandau newspaper printing company of Axel Springer SE . In 2015, the 400-tonne middle section of the reconstructed Frey Bridge was pre-produced in the Oberhafen. On June 3, 2016, it was brought to the construction site on a pontoon and suspended with the help of strand jacks.

Other use

A factory for cosmetics and cleaning agents has been located in the Oberhafen since 1986 . According to plan, a container site was to be opened on the site for three years as refugee accommodation to accommodate 500 refugees . After the completion of the accommodation in November 2016, however, significant deficiencies were found, so that use could only be started in June 2017.

Expansion plans

In 2010, BEHALA planned a general cargo warehouse with rail and water connections in the area of ​​the Oberhafen . The construction of a container terminal with a storage capacity of 2500  TEU and a container bridge was also planned for a later date . From the point of view of 2016, there were plans to build a new level crossing over Schulenburgstrasse to the Oberhafen, to lay new tracks in the Oberhafen and on the quays in the Oberhafen and Unterhafen, and to establish a track connection between the Oberhafen and Unterhafen in the quay area . In 2017 it was announced that the plans for a container terminal had since been abandoned because of the nearby residential developments. There are now more concrete plans to build a general cargo warehouse for heavy general cargo weighing 30 to 50 tons directly on the banks of the Havel as soon as the refugee accommodation closes at the end of 2019.

In order to protect ongoing port operations and the planned development, Behala has taken legal action against residential developments on the opposite west side of the Havel.

The Berlin Senate sees the Oberhafen as “the last remaining potential area in a sensible layout in a public inland port in the State of Berlin”. Special potential arises from the fact that the southern port of Spandau is located directly on the Untere Havel waterway as part of the German Unity Transport Project No. 17 , which is intended to create a continuous connection for large motor goods ships from the Dortmund-Ems Canal to Berlin. Also for ships from Hamburg and via the Havel-Oder waterway from Stettin , the southern port is the first port that is reached in Berlin. It is not necessary to use the Berlin city locks from these directions.

The Spandau district office is critical of the expansion plans. Most recently, with the resolution of March 17, 2015, the establishment of a development plan was pushed ahead, which should define the majority of the Oberhafen as a mixed area , so that a residential area should be able to emerge immediately adjacent . After the planned development was not supported by the Senate and BEHALA, implementation no longer appeared possible, and the procedure was then discontinued on January 27, 2016. After BEHALA's plans for a general cargo warehouse became more specific in 2017, the district office spoke to the Senate Administration in favor of residential use of the area.
