Sandl is a municipality in Upper Austria in the district of Freistadt in the Mühlviertel with 1,392 inhabitants (as of January 1, 2020). The community is located in the judicial district of Freistadt .

geography

Sandl is 927  m above sea level in the Freiwald . The extension is from north to south 10.5 km and from west to east 10.5 km. The total area is 58.3 km². 40.3 km² are forested and 17 km² are used for agriculture.

The Viehberg ( 1112  m ) rises to the west of Sandl, the Hengstberg ( 993  m ) to the east and the Steinberg ( 1072  m ) to the northeast , the summit of which is in Czech territory. The Maltsch rises in the village .

Community structure

The municipal area comprises the following 21 localities (population in brackets as of January 1, 2020). On October 1, 2014, new street and place names were introduced in the community, which has slightly changed the structure within the community. The villages of Kohlstatt and Hubertussiedlung, as well as the Geigering settlement on the rear Viehberg, were officially founded and included in the community register.

The village of Schanz at the border triangle between Lower Austria and the Czech Republic has been uninhabited since the middle of the 20th century. The village of Gugu has another special status. This extends over three communities: Bad Großpertholz, Liebenau and Sandl. The greater part of it is in the municipality of Sandl.

history

Notgeld Sandl, 1920.

The first settlers of Sandl came through wild clearing after Duke Albrecht III in 1376. confirmed that the Freiwald between Weitra and Freistadt was released for use without interest. These arbitrary occupations and excessive forest uses did not end until 1627 when Emperor Ferdinand II pledged the Freiwald to Leonhard Helfried Graf Meggau. At that time, Count Meggau was the keeper of the Freistadt rule . Even before that, there were repeated complaints about the clearing, for example a document from 1617 in which the city of Freistadt complained to the governor.

Around 1603 there were reports of 46 houses, 2 glassworks and a Maierhof belonging to the Zelkinger family. Around 1615 the place "Sandl", consisting of 3 houses, is mentioned for the first time in a protocol, but in 1957 a scaffolding tree with the year 1508 was found in house Sandl no. 38, with which the place Sandl over 100 years before the first mention existed. In 1700 there were already 22 houses in Sandl. In 1739 the parish Sandl was founded by Alois Thomas Raimund Reichsgraf von Harrach, in 1742 the church including the rectory and school was completed.

From 1717 to 1754 there was a glassworks on the Hengstberg, which was then relocated to the village of Gugu (in operation there until 1770). The establishment of industrial trades was unsuccessful, so the cultivation of flax, the production of twine and, from 1770, reverse glass painting, which was taken over from Buchers , remained the source of income . Sandl was an important center for reverse glass painting , and a museum was set up in the area.

The drift of wood on the Aist from 1801 brought regular forestry and the influx of working-class families. Even after the abolition of the manor, these businesses offered a good source of income and work opportunities for the population. It was not until the middle of the 20th century that economic upheavals turned Sandl into a commuter community.

Since 1918 the place belongs to the federal state of Upper Austria. As in all of Austria, emergency money was introduced in Sandl in 1920 . After the annexation of Austria to the German Reich on March 13, 1938, the place belonged to the Gau Oberdonau . After 1945 Sandl was in the Soviet zone of occupation; after 1955 the infrastructure was expanded and rebuilt. The Kapsreiter group from Schärding operated a quarry in the village of Steinwald .

Development and structure

In 1869 there were 1677 people living in the municipality. By 1900 the population grew to 1781 people. After that, the population fluctuated at a high level until 1961 and reached the highest level in history in 1934 with 1782 inhabitants. Since 1961 the population has shrunk drastically, which is probably due to the decentralized location, the harsh climate and the lack of jobs and apprenticeships. The municipality of Sandl thus recorded the most negative population development in the entire district. In the 2001 census, the proportion of residents aged 60 and over was 20.8%; 22.1% were under 15 years old. The proportion of the female population was 50.1%.

Of the 1192 residents of Sandl, who were over 15 years old in 2001, 3.4% had graduated from a university , technical college or academy . A further 6.4% had completed a Matura , 43.7% had completed an apprenticeship or a vocational middle school and 46.6% of all Sandlers had compulsory school as the highest qualification.

Origin and language

The German dialect, which is generally spoken in the Sandl area and in Upper Austria, is Middle Bavarian . In 2001, 98.5% of the Sandlers stated that German was their everyday language. Another 0.5% spoke mainly Turkish , 0.2% Czech , and the remaining 0.8 % spoke other languages.

The share of Sandlers with foreign citizenship was 1.2% in 2001, well below the average in Upper Austria. 0.5% of the Sandler population had a citizenship of Turkey , 0.3% one from Germany and 0.5% other citizens. In 2001, around 2.1% of the Sandler family were born in a country other than Austria.

The municipal council and mayoral elections take place every six years, at the same time as the state elections. Since 1945 the SPÖ has often received the most votes, between 1967 and 1997 always with an absolute majority. In the last municipal council election in 2015, the SPÖ achieved an absolute majority. The ÖVP, on the other hand, suffered heavy losses.

The 2015 municipal council election with a turnout of 89.57% produced the following result:

Mayor of the municipality is Alois Pils from the SPÖ. In 2009 he decided a close runoff election with 552 to 543 votes against Bernhard Klein from the ÖVP. In the last mayoral election, Alois Pils received 85% of the vote and 15% against. For Sandl, despite several intensive discussions, there was no suitable candidate for the ÖVP. This left the mayor's chair to the SPÖ mayor Alois Pils in advance without a fight. The municipal council consists of 19 members.

The next municipal council election will be held in 2021 as scheduled.

The coat of arms is divided into three parts with the basic color gold. A green oblique left bar shows a silver pulling saw with golden handles, which symbolizes forestry in the extensive forests of the Freiwald . Above is a sandlbildrose with a black stem and black leaves, this is an indication of the rich culture of reverse glass painting . A blue snow crystal is shown below, which indicates its role as a winter sports resort in the northeastern Mühlviertel. The community colors are yellow-red-yellow.

The municipal coat of arms was awarded and the municipal colors were approved on March 8, 1976.

Natural monuments

  • Big and Small Rosenhoferteich : The small pond is a popular bathing resort for the local population, but also for guests. In addition, the ponds are important habitats for rare plant and animal species.
  • The Knobarade: The Knobarade is a legendary stone at the foot of the Viehberg. According to a legend, the stone should open every year on Christmas Eve and the devil counts gold in it.

In the village of Stone Forest is a granite - quarry , who until 1984 by the Kapsreiter group of Schärding was operated.

There are three volunteer fire brigades in the municipality : Gugu-Schönberg, Pürstling and Sandl.

In the municipality there is a kindergarten , a primary school and a secondary school with sports classes.
