A serial killer haunts the Los Angeles suburbs . The main suspect is the television installer Horace Pinker. When Detective Parker tracks him down, Pinker murders Parker's wife, son, and daughter. Parker's adopted son Jonathan has a telepathic connection with Pinker. He can lead his father to Pinker. In the planned arrest, Pinker escapes after killing several police officers. Pinker now wants to kill Jonathan's friend Allison.

Again Jonathan can lead the police to Pinker, who is currently carrying out a kidnapping. This time he is arrested and sentenced to death in an electric chair in a quick trial. Even before the execution of the sentence, Pinker announced that Jonathan was his son. Jonathan shot him in the knee to keep him from killing his mother.

Pinker has a contract with the devil. He does not die in the execution, but becomes pure electricity so that he can continue his murderous activity. Because of his ability to use electricity as a route to his victims - he comes to people through television - he is beyond the reach of the police. With the help of Allison, Jonathan can stop Pinker by cutting off the power supply. With the help of a remote control he can put an end to Pinker's murderous hustle and bustle and turn him off in the truest sense of the word.

The film was first rated as "X-Rated" in the USA. In order to get into the cinemas as "R-rated" and thus to be able to appeal to more viewers, 13 applications were necessary to the American equivalent of the film evaluation board. The indexing of the film was lifted again in April 2016 after the 25-year period had expired. In May 2017, the age rating was reduced to 16.

In Germany the film was released on video cassette and in 1994 on video CD . The VCD version could be played on the Amiga CD32 , 3DO and CD-i players as well as MPEG- enabled computers.

There are several cameos in the film: Heather Langenkamp , who has worked with Craven a few times, plays a murder victim. Other guest appearances include: Richard Brooks , the psychologist Timothy Leary and Brent Spiner, known as "Data" from Starship Enterprise - The Next Century . Mitch Pileggi, who portrays the character of Horace Pinker, later became known to a wider audience in the role of Assistant FBI Director Walter Skinner on the X-Files series.

The German band Bonfire contributed a song to the soundtrack with the title Sword and Stone, written by Paul Stanley ( Kiss ), Bruce Kulick (then a member of Kiss) and Desmond Child . Stanley and Child are part of the "Dudes of Wrath" along with Tommy Lee , who contributed two songs ( Shocker and Shockdance ). Megadeth delivered another title with the Alice Cooper cover No More Mr. Nice Guy .

The lexicon of international films described Shocker as a “[b] ludicrous, thematically overloaded horror fairy tale that wildly mixes up the trivial patterns of the genre; towards the end it comes close to self-parody without becoming more attractive ”. The conclusion of Cinema was: "Weird horror trip from old master Craven".
