Comparability to German courses

Dutch and German Bachelor and Master degree programs at technical colleges and universities belong to tertiary type A education (ISCED 5A) according to the international standard classification of ISCED programs, as used by the OECD in its annual international comparative study "Education at a Glance" . This means that the Stenden Hogeschool's bachelor's degree programs must be qualitatively comparable to German university of applied sciences degree programs in the same field of study.

Since the Bachelor-Master structure, the quality of study programs has been guaranteed by the obligation to be accredited by an organization entrusted with this task by the state. The Netherlands was a pioneer in creating transparency and comparability of quality criteria within Europe. Austrian, Swiss and Norwegian accreditation organizations have automatically recognized the accreditations of the Dutch-Flemish NVAO since December 2007.

Germany, on the other hand, has reservations about the academic quality of Hogescholen in the Netherlands, which do not meet the requirements of German higher education laws, since there are no professors teaching at the Hogescholen and there is also no requirement for a minimum quota of doctorates. In Germany, however, all universities must have at least 50 percent professors. In Germany, a bachelor's degree at a university of applied sciences is on an equal footing with that of a university, the accreditation conditions are identical, a “Bachelor of Arts” etc. at a university of applied sciences is a university-level academic degree, but not in the Netherlands, where this degree is obtained from hogescholen except in checked exceptional cases may not be awarded. Against this background, the Conference of Ministers of Education and Cultural Affairs decided on May 31, 2012 that holders of bachelor's degrees from a Dutch university should also have direct access to university, for example for a master's degree in Germany. The resolution of the KMK, however, limits this: "The universities and certificate recognition offices can refrain from granting a university entrance qualification based on the university degree if, in a specific case, a sufficient scientific character of the training is questionable or noticeably not available".

German and Dutch universities of applied sciences have nonetheless concluded cooperation agreements that include an exchange of students. The performance records that are provided at the partner university are recognized. Until January 14, 2011, Stenden Hogeschool had eleven partnerships with German universities with student exchanges. For example, there is cooperation with universities in Munich, Kempten and Zittau / Görlitz in the field of tourism, where most Germans can be found in Leeuwarden.
