Tapo / Memo ( Tapo Memo , Bunak for sweet tapo ) is an East Timorese Suco in the Maliana administrative office ( Bobonaro municipality ).

Before the 2015 territorial reform, Tapo / Memo had an area of ​​73.62 km². Now there are 71.78 km². The Suco is located in the west of the Maliana administrative office. In the northwest, Tapo / Memo borders the administrative office of Balibo with its Sucos Leohito and Leolima . The Nunura River flows along the border . The northeast border is formed by the Sucos, Ritabou , Odomau , Holsa and Lahomea , which also belong to Maliana . The southern border is the Suco Saburai . To the west, across the Matihaca River , is the Indonesian government district of Belu . In its course the Mathiaca changes its name to Malibaca and finally forms the Nunura with the Talau . The river Lale , which flows along the border with Odomau and Ritahou, finally flows into the Nunura.

The largest place is Memo ( Memoe ) in the south of Sucos. It forms a contiguous settlement with the villages of Memo de Cima ( "Upper Memo" ), Memo de Baixo ( "Lower Memo" ), Pip Galag 1 ( Pipgalag 1 , Pipgalak 1 ) and Pip Galag 2 ( Pipgalak ). The Mathihaca makes a little swing here to East Timor. A small tributary separates the center of Memo from the village of Lepuguen ( Lepguen , Lep Guen ). The towns of Manuamang ( Manu Aman ) and Tunu Bibi ( Tunubibi , Tonobibi , German “grilled goat” ) are on the country road from Maliana to Balibo , which runs right through the Suco . Other places in Suco are Taz in the south and Sikar ( Sekar ) in the north.  

In the west there is a bridge over the Nunura, another on the northern border over the Lale. There are primary schools in Lepuguen, Memo ( Escola Primaria Tapo / Memo ), Pip Galag, Tunu Bibi ( Escola Primaria Tunu Bibi ) and Taz. In Memo and Tunu Bibi there is a helicopter landing pad for emergencies. There is also an army post in Tunu Bibi (F-FDTL).

In Tapo / Memo are the six Aldeias Lepuguen , Manu Aman , Pip Galag 1 , Pip Galag 2 , Tunu Bibi and Uluatin .

4,323 people (2015) live in the Suco Tapo / Memo, of which 2201 are men and 2122 are women. The population density is 60.2 inhabitants / km². There are 822 households in the Suco. Over 40% of the population name Bunak as their mother tongue. Over 35% speak Tetum Prasa , 20% Kemak .

The East Timorese politician Aniceto Guterres Lopes was born in Tapo / Memo.

history

Tapo / Memo is a relatively young founding of Bunak from the eastern, higher-lying Tapo , which came into being only a few generations ago. Even today there are ritual connections between the two sucos.

During the decolonization of Portuguese Timor , there was a civil war between UDT and FRETILIN , in which the UDT was defeated. Many supporters then fled to the Indonesian West Timor . However, there have also been cases in which UDT supporters forced civilians to go along in order to be recruited by the Indonesians for the later invasion. The Liurai from Memo also forced several people to go to West Timor.

Before the official invasion of East Timor began, Indonesia occupied the area until October 16, 1975.

During the wave of violence surrounding the independence referendum in East Timor in 1999 , members of the pro-Indonesian militias Dadarus Merah Putih and Halilintar murdered several supporters of the East Timor’s independence movement in the presence of Indonesian police and military in Tapo / Memo. The residents Raul dos Santos , Felis Laku and Jaime were shot. 22 houses were burned down. On September 7th, another resident, Paulino , was stabbed to death with a spear by Halilintar members.

In the first years after East Timor's independence, incidents occurred repeatedly on the border with Indonesia.

On September 19, 2003, the East Timorese policeman Agustini Barros shot dead the Indonesian Vegas Biliatu from East Timor in the border area between Tunu Bibi and the Indonesian Turiskain ( Raihat District, Belu Governorate). According to the Indonesian police, the victim had been warned by the police patrol to enter East Timorese territory, whereupon Vegas pointed its arrows at the police. At this point in time, the border in this area had already been defined by the neighboring states but had not yet been clearly marked.

On January 6, 2006, three Indonesians were shot dead by East Timorese police on the border near Turiskain on the Malibaca River. According to Indonesian military sources, the three victims were fishing when fire opened on them without warning. Jakarta protested violently. Following the incident, East Timorese women were raped.

The affiliation of an area of ​​37 hectares between Memo and the Indonesian Dilumi (Belu administrative district) was disputed for a long time. It was not until March 2013 that an agreement on the demarcation of the two countries was reached.

On August 18, 2015, the drinking water supply system was inaugurated in Suco. It supplies several places in the center of Sucos, around the village of Memo.

In the 2004/2005 elections , Abílio Martins was elected Chefe de Suco. In the 2009 elections won Gaspar de Jesus Conceição and 2016 Joaquim Baptista dos Santos .
