Ulrich Blum

Ulrich Blum (born May 19, 1953 in Munich ) is a German economist . He was initially professor of economics at the Otto-Friedrich-Universität Bamberg and in 1992 he was the founding professor for economics, in particular economic policy and economic research at the Technical University of Dresden . From 2004 to 2011 he was President of the Institute for Economic Research Halle (IWH). Since 2004 he has been a full professor for economic policy and economic research at the Martin Luther University Halle-Wittenberg .

Life

Blum was born in 1953 in Munich as the son of Eberhard Blum , former Rittmeister of the Wehrmacht and later President of the Federal Intelligence Service . He visited u. a. the Lycée Français de Londres and Winchester College in England. After graduating from high school in Schondorf am Ammersee, he was a reserve officer candidate in the Bundeswehr from 1973 to 1975 . His last rank was lieutenant colonel in the reserve.

From 1975 to 1979 he studied industrial engineering with a focus on mechanical engineering at the Faculty of Economics at the University of Karlsruhe (TH) as a scholarship holder of the German National Academic Foundation . After graduate engineer in 1979, he was just there in 1982 with Rolf Funck at the Institute for Economic Policy and Economic Research with the dissertation Regional effects of infrastructure investments to Dr. rer. pole. did his doctorate and habilitation in economics in 1986 with the thesis spatial effects of the budget of the statutory pension insurance. A theoretical and empirical analysis of spatial and temporal effects of interregional financial flows .

From 1986 to 1988 he was visiting professor at the Université de Montréal in Canada as part of a Feodor Lynen grant from the Alexander von Humboldt Foundation , and from the end of 1987 professor of economics at the Otto Friedrich University in Bamberg . Between 1992 and 1994 he was the founding dean of the economics faculty at the Technical University of Dresden , where he was also the founding chair for economics, in particular economic policy and economic research.

From 2004 to 2018 Ulrich Blum held the Chair for Economic Policy and Economic Research at the Martin Luther University Halle-Wittenberg and from 2004 to 2011 President of the Institute for Economic Research Halle (IWH). Due to political pressure, he resigned from his position as President of the IWH at the end of 2011. Since 2012 he has been visiting professor at the University of International Business and Economics (UIBE) in Beijing. In 2014 he became Professor of Excellence in the PR China. Since 2017 he has been the founding director of the Center for Economics of Materials in Halle, a research institution jointly supported by the Martin Luther University and the Fraunhofer Society.

In 1998 he was a scientific member of the Center de recherche et développement en économique at the University of Montreal and in 2005 at the interuniversity Center interuniversitaire de recherche en économie quantitative. In 2005 he was President of the August Lösch Society. In 2010 he turned down an offer to the rectorate of the Leipzig Graduate School of Management (HHL). From 2011 to 2012 he was President of the Working Group of Economic Research Institutes.

Blum was a member of several advisory boards and commissions, such as the "Economic Integrating Research Funding" commission of the Federal Ministry of Economics and Technology (Chairman), the Technology Advisory Board of the Saxon State Ministry of Economics and Labor , the Research Advisory Board of the Saxon State Ministry of Science and Art (Chairman) and the Economic Advisory Board at Prime Minister of Saxony-Anhalt.

Blum is deputy chairman of the Ludwig Erhard Foundation .

He is married and has two children.

Ulrich Blum used to be a supporter and co-founder of the AfD .

Resignation as IWH President

In August 2010 the Federal Ministry of the Interior (BMI) commissioned a consortium of six economic research institutes led by the IWH to carry out a study “Economic Status and Perspectives for East Germany”. This was completed on January 21, 2011 (editorial deadline), but was not published by the Federal Ministry of the Interior until February 28, 2012. The study contains some clear statements, such as: For example, the following: “Experience in regional economics teaches that politicians cannot make fundamental and, above all, rapid changes to the structures that have now largely become entrenched. Twenty years after the fall of the Berlin Wall, regulatory aspects must now come to the fore. ”In particular, Blum was of the opinion that the catching-up process in East Germany had come to a standstill in the medium term. One could not speak of a successful rebuilding of the East if the Central German economic area was around 30% richer than the rest of Germany before the war and its economic output stagnated at around 70% of that of the West 20 years after unification. Too many economic principles were thrown overboard in the construction of the East, especially in the property regime, which is why there are no larger company offices today. After the evaluation commission of the Leibniz Association criticized the institute's scientific achievements, Blum announced his resignation as IWH president. The IWH has largely withdrawn from research on East Germany.
