Untertilliach is a municipality with 223 inhabitants (as of January 1, 2020) in the district of Lienz (East Tyrol) in the state of Tyrol in Austria .
geography
Geographical location
The municipality of Untertilliach is located in the extreme southeast of the Lienz district on the border with Carinthia and Italy. It includes parts of the Lesach Valley (also known as the Tillacher Valley ). The settlements of Untertilliach are mainly located in the Gail valley between the Lienz Dolomites and the Carnic Alps . At 36.34 km², the municipality is the seventeenth largest of the 33 East Tyrolean municipalities. It borders in the north on Assling and Leisach , in the west on Obertilliach , in the south on the Italian communities San Pietro di Cadore and Santo Stefano di Cadore and in the east on the Carinthian community Lesachtal.
The source of the Kreuzrastquelle rises in the local area .
Community structure
If you enter the municipality on Gailtaler Straße in the west on the border with Obertilliach, you first reach the Winkl district, which comes from Rotte Winkl ( 1235 m above sea level ) north of Gail or Gailtaler Straße, between Rotte Hopfgarten the Bundesstrasse and the Gail and the Rotte Soldhäuser south of the Gail. To the east of the Rotte Winkl lies the hamlet of Bichl, followed by the hamlet of Aue ( 1224 m above sea level ) on Gailtaler Strasse . As a result, you finally reach the center of the municipality, whereby the village of Untertilliach consists of the Rotte Klammberg ( 1405 m above sea level ) and the Rotte Kirchberg ( 1524 m above sea level ). East of the community center you first reach Rotte Eben on the main road and then Rotte Geile near the border with Carinthia . The Rotte Wacht ( 1150 m above sea level ) is located on the Gailtaler Straße at the southeasternmost tip . Above or north of Wacht there is also Rotte Eggen ( 1335 m above sea level ) on the sunny side with the St. Florian Church. Also in the municipality of Untertilliach are the Kircher-Almen, with the Gartlhütte a hunting hut and with the Mitterkarhütte a bivouac.

Population structure
In 2013 there were 249 people in the community of Untertilliach, making Untertilliach the smallest community in the Lienz district. At the end of 2001, 99.3 percent of the population were Austrian citizens (Tyrol: 90.6 percent); by the beginning of 2013, the value had fallen to 91.6 percent. A total of only 21 foreigners were counted in the municipality in 2013, 19 of whom came from the EU-14 countries and two from America. In 2001, 97.5 percent of the population (Tyrol: 83.4 percent) professed their support for the Roman Catholic Church , one person was Protestant, one Islamic and four people had no religious beliefs.
The average age of the community population in 2001 was above the national average. 15.1 percent of the inhabitants of Untertilliach were younger than 15 years (Tyrol: 18.4 percent), 60.2 percent between 15 and 59 years old (Tyrol: 63.0 percent). The proportion of residents over 59 years of age was 24.7 percent, well above the national average of 18.6 percent. The proportion of people under the age of 15 rose slightly to 15.3 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased to 66.7 percent. The proportion of people over 59 years of age, however, fell to 18.1 percent. According to marital status, in 2001 59.5 percent of the residents of Untertilliach were single, 32.3 percent married, 6.1 percent widowed and 2.2 percent divorced.
Population development
Since the late 19th century, the community of Untertilliach has recorded significantly below average growth compared to the district of Lienz, with growth being also strongly negative compared to the regional average of Tyrol. Between 1869 and 1923, Untertilliach lost 28% of its inhabitants and marked an intermediate low with 333 inhabitants (1869: 460). Thereafter, the population began to increase slightly between 1923 and 1951, but could no longer reach the initial value. After that, there was another sharp decline in the number of inhabitants, so that the most recent figure was in 2013 with 249 inhabitants, an all-time low since the beginning of the record. The reason for the population loss is the high level of emigration. While this could still be compensated for by the birth surplus in the 1970s, in the 1980s and 1990s this was no longer sufficient to maintain the population figures. Since 2002, the municipality has recorded a negative balance of migration in nine out of sixteen years , with the birth balance also showing a negative trend. Since 2007, in eight out of eleven years, more deaths than births have been registered in the municipality.

politics
In the National Council elections in 2006 , the community gained media attention due to the completely unusual election result of 12.6% of the votes for the Communist Party of Austria (KPÖ) . In the state elections in 2008 , the KPÖ was again able to win 11.76% and became the second largest party in the municipality. In the National Council elections in 2008 , the KPÖ achieved third place with 18.8%, behind the ÖVP (46.5%) and the BZÖ (19.8%) and thus achieved their highest share of the vote at community level.
Economy and Infrastructure
Workplaces and employees
The 2001 census of workplaces in Untertilliach showed only seven workplaces with only 26 employees (excluding agriculture), with 62% being employed. The number of workplaces remained the same compared to 1991, the number of employees increased by 14 people (117%). The most important branch of the economy in 2001 was the hotel and restaurant sector with four workplaces and 13 employees (50% of the employees in Untertilliach). Public administration followed with one workplace and 10 employees (38%).
Of the 114 economically active persons living in Untertilliach in 2010, 7.9% were unemployed. Of the 105 employed, 29 were employed in agriculture and forestry (28 percent), 21 in material goods production (20 percent), 12 in public administration (11 percent) and 11 in construction (10 percent). Of the 103 employed persons from Untertilliach (excluding residents temporarily absent from work), 40 people were employed in Untertilliach in 2010. 63 had to commute to work. Of the out-commuters, 67 percent had their place of work in the Lienz district, 14 percent each commuted to North Tyrol or another federal state. Three of the residents had to commute abroad. In return, only six commuters worked in Untertilliach in 2010.
Agriculture and Forestry
In 2010 the statistics showed 49 agricultural and forestry holdings for the municipality of Untertilliach. These included 10 full-time businesses, 29 part-time businesses as well as one business of a partnership and nine businesses of legal entities. The total number of establishments had fallen by seven establishments or 13 percent compared to 1999, with two full-time businesses being lost. The farms jointly cultivated a total of 2,854 hectares in 2010 (minus 5 percent since 1999), with 12 percent of the area being farmed by full-time farmers, 29 percent by part-time farmers and 59 percent by companies with legal entities. The farm size of the farmers was in the main-earning holdings in the state average, however, below the district average, the part-time businesses were larger than the district and state average.

Tourism is of below average economic importance for the community of Untertilliach, but it secures some of the few jobs in the community. In terms of the district average, the tourism intensity (overnight stays per inhabitant) is below the district average in both the summer and winter seasons. The municipality was able to count around 6,200 overnight stays in the 2012/13 tourism year. In the summer of 2012, Untertilliach recorded 3,218 overnight stays and in the winter of 2012/13, 2,949 overnight stays. Since the turn of the millennium, the number of overnight stays has fallen by 14% in summer and by 23% in winter. Of the overnight stays in summer 2012, 59% were Germans, 19% Italians, 12% Austrians and 6% Dutch. In the winter of 2011 112 guest beds were designated for Untertilliach.
Today, like all other East Tyrolean municipalities, the municipality belongs to the East Tyrol Tourist Association, with Untertilliach being organized in the "Hochpustertal Holiday Region". In the community there is a three-star hotel, an inn, several landlords of holiday apartments and the possibility of holidays on the farm . However, the tourist infrastructure is sparse. In winter the "Grenzlandloipe" leads through the community, in summer the hiking trails in the community area such as the Carnic High Trail can be used. However, the community does not have its own refuge.
traffic
Untertilliach is accessible from the Gailtalstraße (B 111), which leads from Sillian in the Pustertal to the Lower Carinthian Gailtal. The settlements of the community are all on or near the Gailtalstrasse. Untertilliach is connected to the public transport network by buses from ÖBB-Postbus GmbH, whose line 4416 connects Untertilliach to Sillian up to eight times per working day via Panzendorf , Tassenbach , Kartitsch and Obertilliach in around 35 to 40 minutes. The line runs via Untertilliach and Maria Luggau to St.Lorenzen im Lesachtal and has five stops in the municipality of Untertilliach. The next rail connection is in Tassenbach ( Drautalbahn ).
Supply and disposal
Untertilliach is one of only three municipalities in the Lienz district that had not merged with other municipalities to form a wastewater association up to the turn of the millennium. The connection of the municipality to the public sewer network was only decided in 2011, which means that Untertilliach is the last municipality in East Tyrol to be connected to the sewer network. In a first construction phase, the domestic wastewater from the districts of Winkl, Bichl, Schattseite, Aue, Untertilliach Zentrum, Kirchberg and Gaile will be collected and pumped to the Bergen wastewater treatment plant in the municipality of Obertilliach. The costs for this amount to 1.85 million euros. In the next construction phase, the districts of Wacht and Eggen are to be disposed of using wastewater, for which costs of approx. 540,000 euros have been calculated. The waste that arises in the community is disposed of by the Waste Management Association of East Tyrol (AWVO).
education
The first school lessons in the community are recorded in 1804, when lessons were first held in the old St. Florian Chapel. In 1885 the first school house was built, which was expanded in 1890. Today's primary school was built between 1955 and 1962. However, the number of students fell sharply as a result. In the 1979/80 school year 40 pupils could be counted, in 1989/90 there were only 20. In the 1999/2000 school year only eight pupils attended the one-class elementary school. Another school existed between 1816 and 1880 and from 1950 to 1967 in the hamlet of Eggen. To attend secondary school, the children commute to St. Lorenzen in the Lesachtal, the next grammar school is in Lienz.
Safety and health
Since the closure of the Obertilliach police station, the municipality of Untertilliach has been looked after by the Sillian police station. With regard to health care, Untertilliach is organized in the social district of East Tyrolean Oberland together with the communities of Auservillgraten , Innervillgraten , Sillian , Strassen , Heinfels , Obertilliach and Kartitsch . In the health district, for example, health services such as elderly and care help, home and household help, palliative care and family help are organized. The residents have to commute to Sillian to see a doctor; the nearest hospital is the Lienz district hospital . The Untertilliach volunteer fire brigade belongs to the Oberland section of the Lienz district fire brigade association.
Culture and sights
In Untertilliach there are 8 listed , immovable objects, almost exclusively sacred monuments are under protection. In addition to the parish church of St. Florian, Ingenuin and Albuin, which was built between 1777 and 1779 on the site of a previous building, mainly include the branch church, hll. Ingenuin and Albuin (former parish church) and the great chapel of the Immaculate Conception to the monuments. The chapel is located in the hamlet of Eggen and was built in 1831 on the site of a chapel from the 18th century. The altarpiece from around 1830 shows the Immaculate Conception in cool colors. Other monuments are the local Widum, smaller chapels and the Klammermühle on the Nischenbach from the 19th century.
