Obertilliach is a municipality with 663 inhabitants (as of January 1, 2020) in the district of Lienz (East Tyrol) in the state of Tyrol ( Austria ). The community is located in the judicial district of Lienz .

geography

The municipality of Obertilliach is located in the south of the Lienz district in the rearmost Lesach valley , near the Kartitscher saddle . Most of the settlements in Obertilliach are located in the Gail valley between the Lienz Dolomites and the Carnic Alps . At 65.13 km², the municipality is the tenth largest of the 33 East Tyrolean municipalities. It borders in the east on Untertilliach , in the north on Assling , in the west on Anras and Kartitsch and in the south on the Italian communities San Nicolò di Comelico and San Pietro di Cadore .

Community structure

The municipality of Obertilliach is congruent with the cadastral municipality of the same name . The westernmost settlement of Obertilliach is the Rotte Leiten, which is separated from the village of Rodarm about three kilometers to the east by the Gostenwald. About 700 meters east of Rodarm follows Obertilliach, the main town of the municipality. From Obertilliach around 1.5 kilometers to the east, the Rotte Bergen begins with its five districts. The village of Obertilliach ( 1450  m above sea level ) consisted of 150 buildings with 522 inhabitants in 2001. Statistics Austria also counts the Porzehütte, the Hirtenhütte and the Connyalm as well as the Folmasaialpe, the Gontrunalpe and the Parditalpe in Obertilliach. The second largest settlement was the Rotte Bergen ( 1340  m above sea level ), which in 2001 comprised 45 buildings with 147 inhabitants. From west to east, Bergern includes the hamlet of Rals, the hamlet of Goll, the hamlet of Bachhäusl, the hamlet of Huben and the hamlet of Flatsch. In addition, the Bodenalpe, the Karalpe and the Ochsengartenalpe are counted as mountains. The third largest district was Rodarm ( 1430  m above sea level ) with the Kutteschupfen farm, where Rodarm included 21 buildings and 73 residents. The smallest district was the Rotte Leiten ( 1430  m above sea level ), which consists of the Rotte Prünste, the hamlet of Eben and the Rotte Inderst (from west to east). Leiten accommodated 17 houses and 54 residents in 2001.

The climate of the municipality of Obertilliach is characterized by harsh summers and sunny, clear winter days. Due to the altitude, the early autumn frosts and the long-lasting closed snow conditions have a strong influence on agriculture. This significantly shortens the growing season compared to the neighboring Puster Valley .

The coat of arms was awarded to the municipality of Obertilliach on December 9, 1975 by the Tyrolean provincial government. The blazon reads: "Divided diagonally by red and silver, above the Brixner lamb, below a lion in mixed up colors." The coat of arms goes back to the Brixen monastery and the Counts of Gorizia , who together already in the second half of the 12th century. Century held the court administration of Tilliach. The colors of the municipal flag are red and white, derived from the coat of arms.

In 2012 there were 712 people in the community of Obertilliach. In terms of population, Obertilliach was the ninth smallest municipality of the 33 municipalities in the Lienz district at that time. According to the 2001 census, 99.5% of the population were Austrian citizens (Tyrol: 90.6%); by the beginning of 2012, the value had only dropped insignificantly to 98.3%. Only 2.8% of the population were born abroad in 2012, with the majority of the non-Austrian-born residents from the EU member states . In 2001, 99.1% of the population (Tyrol: 83.4%) professed their support for the Roman Catholic Church , only 0.3% had no religious beliefs, 0.5% were Protestants .

The average age of the community population in 2001 was below the national average. 22.4% of the inhabitants of Obertilliach were younger than 15 years (Tyrol: 18.4%), 56.4% between 15 and 59 years old (Tyrol: 63.0%). The proportion of residents over 59 years of age was 21.2%, slightly above the national average of 18.6%. As a result, the average age of the population of Obertilliach rose significantly. The proportion of people under the age of 15 fell to 18.3% as of January 1, 2012, while the proportion of people between 15 and 59 years of age rose to 63.9%. By contrast, the proportion of people over 59 years of age fell to 17.8%. According to their marital status, in 2001 49.2% of the residents of Obertilliach were single, 43.1% married, 6.7% widowed and 1.0% divorced.

Population development

The population of Obertilliach has been significantly below average since the late 19th century compared to the district of Lienz and the state of Tyrol. The population fell by 25% between 1869 and 1923 and reached its lowest point with 595 inhabitants. After that, it slowly increased to the original population of 1869 until 1961. After the population stagnated until 2001, the population has declined sharply since the beginning of the 21st century. While the birth balance of the municipality has only been slightly negative since 2002, Obertilliach lost mainly due to the strongly negative migration balance of residents. In 2017, there were 5 new arrivals and 19 departures.

Workplaces and employees

The workplace census carried out as part of the census in 2001 in Obertilliach showed 49 workplaces with 162 employees (excluding agriculture), 75% of whom were employed. The number of workplaces had increased by seven companies (plus 17%) compared to 1991, and the number of employees increased by 55 people (51%). The most important branch of the economy in 2001 was the hotel and restaurant sector with 21 companies and 46 employees (28% of employees in Obertilliach). This was followed by the production of goods with four companies and 25 employees (15%) as well as the construction industry or the area of ​​transport and communication with 22 employees each (14% each) at one or four companies. In Obertilliach there was only one company with more than 20 employees.

Of the 307 employed residents of Obertilliach, 137 people were employed in Obertilliach in 2001, 170 had to commute to work. Of the commuters, 15% each had their place of work in the Lienz or Sillian conurbation , and another 13% worked in Heinfels. Another 25% had found a job in the rest of the district, another 16 or 14% commuted to North Tyrol or another federal state, two of the residents had to commute abroad.

Agriculture

In 1999 there were 97 agricultural and forestry operations in Obertilliach, which farmed a total of 6,898 hectares. While nine companies were in the main occupation and 78 companies in the sideline out. Nine businesses were owned by legal entities. The mainstay of agriculture is cattle breeding and dairy farming, with cattle in particular, but also sheep. The cultivation of the meadows and fields is practically only used for livestock farming. The timber industry is also very important for the community, with a sawmill in the Bergen district.

Tourism in Obertilliach is of great economic importance for the municipality and is well above the average in East Tyrol. The municipality was able to count around 104,000 overnight stays in the 2011/12 tourism year. In the summer half of 2012 Obertilliach recorded 45,515 overnight stays, in the winter half of 2011/12 59,119 overnight stays, which means that the tourism intensity (overnight stays per inhabitant) in the municipality was three times as high as the district average, in winter even more than four times as high. Since the turn of the millennium, the number of overnight stays has increased by 22% in summer and 20% in winter. Of the overnight stays in the 2011/12 tourism year, 46% were Germans, 20% Austrians, 12% Italians, 3% Dutch and 2% British. In winter 2011, 853 guest beds were designated for Obertilliach.

Today, like all other East Tyrolean municipalities, the municipality belongs to the East Tyrol Tourist Association, with Tristach being organized in the "Hochpustertal Holiday Region". There are four three-star hotels, nine guest houses, eight private landlords and 54 holiday homes in the community. An important attraction for winter sports enthusiasts is the biathlon stadium, which is connected to the 60 km long cross-country ski run . The Norwegian biathlete and cross-country skier Ole Einar Bjørndalen , multiple world and Olympic champion, has taken up residence in Obertilliach. Biathlon competitions take place regularly in Obertilliach. Skiing, paragliding and mountain biking are also available in the community . In summer, hiking is an important pillar of tourism, with the Carnic High Trail with its huts running in the immediate vicinity.

Transport and disposal

Obertilliach is accessible from the Gailtalstraße (B 111), which leads from Sillian in the Pustertal to the Lower Carinthian Gailtal. The settlements of the community are all on or near the Gailtalstrasse. Obertilliach is connected to the public transport network by bus from Post AG, whose line 965 connects Obertilliach to Sillian via Panzendorf , Tassenbach and Kartitsch up to fourteen times per working day in around 25 minutes. The line runs via Untertilliach and Maria Luggau to St.Lorenzen im Lesachtal and has six stops in the municipality of Obertilliach. The next rail connection is in Tassenbach ( Drautalbahn ).

Obertilliach is one of only three municipalities in the Lienz district that had not merged with other municipalities to form a wastewater association up to the turn of the millennium. In addition, at that time there was only one mechanical sewage treatment plant (Emscherbrunnen) that was put into operation in 1974 in the meadows south of the outskirts of Obertilliach-Dorf. Only 69% of the 206 wastewater-producing objects that existed at that time were connected to the sewer network. In the spring of 2002, the new construction of the local network (in the separation system) in the village district began, the mixed sewer system was abandoned in the course of the work. After the canalization of Rodarm, the sewerage work in Bergen was completed by 2006, in 2012 the sewerage of the Leiten fraction started. Between 2005 and 2006 a fully biological sewage treatment plant with two treatment lines was built in the Bergen district with an expansion size of 2,200 inhabitants. The almost fully automatic system consists of a completely covered clarifier and an adjoining company building. In 2011 it was decided to discharge the waste water from the community of Untertilliach into the sewage treatment plant.

The waste that arises in the community is disposed of by the Waste Management Association of East Tyrol (AWVO).

education

The first references to a school in Obertilliach can be found in the index book of the court of Anras from 1741. After the introduction of compulsory schooling under Maria Theresa, lessons first took place in a farmhouse room, later the parish and community schools emerged from it. In 1767 the Leiten fraction had its own school, and in 1824 the school was founded in Bergen. In 1876 there were 71 pupils with a teacher in the Dorf-Rodarm group, 32 pupils with a teacher in the Huben group and 17 pupils with a teacher in the Leiten group. Aid schools had previously existed, including in the hamlet of Flatsch. After the first wooden schoolhouses had been built at the beginning of the 19th century, the community built a new school building in 1953 in the Leiten fraction and in 1962 in the Bergen fraction. In 1969, however, the single-class elementary school in Leiten and in 1972 that in Bergen was closed. A modern schoolhouse was built in Obertilliach in 1969, which has housed a three-class elementary school and the kindergarten since 1978. The children commute to Sillian to attend secondary school, the next grammar school is in Lienz.

Personalities

Notable church dignitaries, but also well-known military leaders and politicians, come from Obertilliach. Georg Puecher worked, for example, as a doctor of theology and was a professor at the University of Vienna and canon of St. Stephan . In 1610 he gave the church of Obertilliach a valuable missal. Josef Altenweisel, on the other hand, worked as Bishop of Brixen from 1904 and Georg Prünster was also active as Auxiliary Bishop of Brixen and Vicar General of Vorarlberg from 1836 to 1861. Michael Weier became known as the leader of the Tilliach farmers in the battle of the Lienzer Klause against the French, Ignaz Peter Valtiner was subsequently executed by the French after he had opposed the pillaging French in the Gailtal. Jakob Annewanter made a name for himself as a politician . He was a member of the Tyrolean state parliament for 21 years. In January 2015, some shooting of the 24th official James Bond film " James Bond 007: Specter " took place in Obertilliach , which had its premiere in November 2015.
