The Virslīga 1928 was the second season of the highest Latvian football division of men. It began on May 6, 1928 and ended on October 7, 1928. Defending champion Olimpija Liepāja was Latvian champions for the second time.

The championship was held with five teams. LNJS Liepāja was admitted this season. Each team played once at home and once away against the other four teams and played eight games. The bottom of the table was relegated.
