Floods in Indonesia and East Timor caused severe damage around April 4, 2021. In the Indonesian provinces of Nusa Tenggara Barat and Nusa Tenggara Timur , at least 165 people were killed in the storms; in East Timor , 26 deaths have been counted so far. The trigger was heavy rain from the Seroja cyclone .

In Indonesia, the island of Sumbawa in the Nusa Tenggara Barat province and the Indonesian part of West Timor and the islands of Flores , Adonara , Sawu and Alor in the Nusa Tenggara Timur province are affected by the natural disaster .

In the village of Lamenele on Flores, 38 people died when a landslide buried around 50 houses. In Waiburak on Adonara, the floods destroyed houses and a bridge. There were three dead here. At least three other people died in Oyangbarang village on the same island, where 40 houses were destroyed. 10,000 houses were flooded in Bima on Sumbawa. Thousands were left homeless. Also from Lembata damage are reported. Entire villages are said to have been washed into the sea. Volcanic ash and solidified lava from the eruption of the Ili Lewotolok volcano last November were washed over several villages by the masses of water and buried them. At least 14 people died. The provincial capital Kupang experienced a flash flood. On April 9, 2021, Jokowi , the President of Indonesia, visited the affected island of Lembata to get an idea of ​​the local situation.

In the three days before Easter Sunday, a low pressure area over west Timor caused heavy rain, especially on the north coast of the island. On the night of Easter Sunday on April 4, water masses flooded large parts of Dili, including Colmera , Comoro , Motael , Maloa , Santa Cruz and Becora . In some areas the water rose to a height of two meters. In the days before, there had been floods in the communities of Cova Lima and Viqueque , in which houses were destroyed. On April 7th, 42 dead were counted in East Timor, 15 people are missing. Naval units of the East Timorese Defense Forces and the Water Police are also looking for them .

Residents of Dili speak of the worst floods in Dili since 1973. The originally spread figure of 42 deaths was corrected downwards on April 10th, as previously missing persons had already been counted as dead, which aroused criticism. As of April 10, 26 people are officially reported dead and eleven missing. So far, 13 deaths have been reported in the capital of the country (8 deaths in Comoro , 3 deaths in Hera , 1 death in Vila Verde , 1 death in Fatuhada ), at least six of them are children. A police officer is also among the victims. One person from Comoro and one from Hera are missing. Initial estimates assume damage of at least 100 million US dollars in East Timor. 2,455 families with over 13,963 people are homeless in Dili alone and have been housed in 38 emergency camps. The largest camp with over 3300 people is located in the Don Bosco training center in Comoro, followed by the area of ​​the John Paul II Church in Tasitolu with over 1500. Government agencies, international organizations, companies and private individuals supply people with food and water and other relief supplies.

In the Tasitolu district, the three eponymous salt lakes united to form a large lagoon, which among other things flooded the city's large fairground. Residents of the area fled to the hills behind and have to be supplied with food over the water with the help of small fishing boats ( beiros ) brought there.

At the Comoro River houses were swept away by the floods on the shore. Part of Avenida de Portugal broke into the sea at the Japanese embassy . The power went out for several hours. Cellular communications and the Internet also had interference. There was also damage to the presidential palace , the Becora bus terminal, in the building of the state television broadcaster RTTL . Eight schools were badly damaged and nine others suffered minor damage. The fire brigade brings drinking water to the various districts, but is overwhelmed with the quantities required. The electricity company EDTL is trying to rebuild the power supply everywhere.

Outside Dilis, 1,700 families were left homeless, many of whom are still without help because the traffic routes are interrupted. Six fatalities and four missing persons were reported from Ainaro and two missing from Aileu . Two people were killed in Manatuto , three are missing. Four people died in Viqueque and one in Liquiçá . A teacher from Baguia ( Baucau ), who died when a bridge collapsed , does not count in the statistics of victims by the floods . He wanted to get food for the village after the supply situation had already worsened due to the lockdown and state aid workers had not yet reached the village. Houses were flooded here too, the fields were destroyed by the rain and even firewood could not be collected, the Lusa correspondent reported.

In the municipality of Viqueque, 420 families are in need of emergency aid. In Cova Lima, 45 families are affected in the village of Halic ( Suco Beco ) alone . A bridge collapsed here. Damages are also reported from Manufahi , Bobonaro and Liquiçá . The overland road from Dili to Aileu was destroyed.

Roads, bridges and houses were damaged in Laclubar, Manatuto municipality. 54 families were left homeless by the storm. The rest of the population also suffers from a lack of drinking water and food as well as a lack of electricity. For days after the storm, no government aid had arrived in the town in the center of the island.

The disaster hit the country amid the first major outbreak of the COVID-19 pandemic in East Timor , leaving the communities of Dili, Baucau and Viqueque in lockdown . Among other things, the warehouse of the Autonomous Service for Medicines and Medical Devices of the Public Institute (Serviçio Autónomo de Medicamentos e Equipamentos de Saúde SAMES), which houses the state medicines stocks, was flooded. There were also the cold rooms that were supposed to house the 24,000 doses of the first batch of COVID-19 vaccine on Monday, and other resources to help fight the COVID-19 pandemic in East Timor. Parts of the stocks could be saved with trucks. The National Laboratory and the National Hospital Guido Valadares (HNGV) were also affected by the water. The quarantine isolation centers in Vera Crz and Tasitolu were also affected by the floods. Four people from the Vera Cruz Isolation Center who are more seriously ill with COVID-19 have been transferred to Lahane Hospital.

Evacuees were placed in schools that are currently closed due to the pandemic. Individual families should be housed separately from one another to avoid the spread of COVID-19. Although the Dili airport terminal was flooded, a plane arrived on April 5, bringing the first 24,000 doses of vaccine to East Timor. The vaccinations started on April 7th.

The corona lockdown with restricted freedom of movement was suspended on April 8th. However, the restriction remains that you can only leave the community with a negative Corona test result. Larger events are also prohibited.

On April 8, the East Timorese government declared the disaster for a period of 30 days in order to be able to request international assistance. Due to the COVID-19 pandemic in East Timor, the state of emergency had already existed before. Among other things, helicopters are needed that do not otherwise exist in the country.

Portugal , the European Union and the Community of Portuguese- Speaking Countries (CPLP) all pledged aid to East Timor. USAID announced emergency aid of $ 100,000. Misereor is initially providing a sum of EUR 100,000 for the emergency care of the people in the affected region.

The state is currently distributing aid mainly in the capital. There are several distribution points here to enable people to return to their own neighborhoods and to relieve the emergency camps. In any case, most people only use the emergency shelters to eat and sleep and go to work or rebuild their houses during the day. The distribution of construction and cleaning materials should take place in the next few days.

Several private individuals in East Timor (locals and expats ) and Australia organized several dozen initiatives and fundraising. Craig Thrupp, director of the Australian company Sentinel and Honorary Consul of East Timor in Queensland , chartered a plane to bring medicines and other relief supplies to Dili. Michael Stone, the head of the Australian-East Timorese veterans organization Timor Awakening, took on the coordination . The supplies came from Australians and members of the East Timorese community in Australia. Rosa Horta Carrascalão, widow of the politician João Carrascalão , and the Portuguese-Timorese Club organized a collection in Darwin . Several tons of relief supplies, such as clothing, batteries and mattresses, came together and are to be brought to Dili by ship. The Tunisian Franky Zayat from ACR Parts provided the containers for the transport.
