July 21, 1992 was set as the date of establishment of the office. The office had its seat in the community of Betten and initially consisted of eleven communities in what was then Finsterwalde (in the order of their mention in the official gazette):

On August 28, 1992, the communities of Crinitz , Babben and Gahro were also assigned to the Kleine Elster office. However, the assignment was limited to August 28, 1994. This limitation was lifted on August 29, 1994. On April 3, 1995, the seat of the office was moved from Betten to the community of Massen. The office was renamed to Amt Kleine Elster (Niederlausitz). On December 31, 1997 the communities of Lichterfeld and Schacksdorf merged to form the new community of Lichterfeld-Schacksdorf. At the same time, the communities of Dollenchen and Sallgast formed the new community of Sallgast, and the communities of Babben, Betten, Lindthal and Massen merged to form the new community of Massen-Niederlausitz. On December 31, 1998, the municipality of Lieskau was incorporated into the municipality of Lichterfeld-Schacksdorf. The communities of Gröbitz and Ponnsdorf were incorporated into the community of Massen-Niederlausitz on December 31, 2001.

On October 26, 2003, the municipality of Gahro was incorporated by law into the municipality of Crinitz and the municipality of Göllnitz into the municipality of Sallgast. This reduced the number of municipalities belonging to the office to four.
