The navigation school Leer was founded in 1854 and was run as an independent "seafaring school" until the 20th century. It is the oldest still existing higher education institution in East Frisia .

In 1971 a support group was set up with the aim of establishing a university in the East Frisia region. A university of applied sciences with the study locations Emden and Leer was founded in 1973. After the first students began their studies in 1973, the number of students rose to 750 by 1980. In 2000, the Fachhochschule Ostfriesland with the colleges was Oldenburg and Wilhelmshaven to the University of Applied Sciences Oldenburg / Ostfriesland / Wilhelmshaven merged (FH OOW). In the same year, the seafaring school in Leer was affiliated to the FH OOW as the seafaring institute . In the University of Emden / Leer, the institute became an independent department with effect from March 1, 2010.

In 2008 it was discussed to disentangle the existing structure of a university in Elsfleth , Emden, Leer, Oldenburg and Wilhelmshaven.

On February 9, 2009, the Lower Saxony Minister for Science and Culture announced that the Lower Saxony state government would follow the recommendation of the structural commission “Future development of the Oldenburg / Ostfriesland / Wilhelmshaven University of Applied Sciences and that the FH OOW should be further developed in two independent universities. The Emden and Leer locations have since formed an independent University of Applied Sciences Emden / Leer; the Oldenburg, Wilhelmshaven and Elsfleth locations are to form a cooperation model with the University of Oldenburg . The second new university operates under the name Jade Hochschule . Since 2010, the university in Emden and Leer has been called Hochschule Emden / Leer .
