The Freiburg i. Br. Is the municipal fire brigade of the city of Freiburg im Breisgau . It is divided into a professional fire brigade and 18 emergency departments of the volunteer fire brigade , as well as a music train , an honorary department and a youth fire brigade . The administration is incumbent on the Office for Fire and Disaster Protection, whose head of office is also the fire brigade commander.
history
After the first voluntary fire fighting teams were founded nationwide around 1850, the city of Freiburg also decided to set up a volunteer fire brigade. After the Baden Revolution , however, it was initially difficult to find citizens who wanted to belong to any uniformed and armed corps . Nevertheless, the statutes could be established on March 1, 1851 and confirmed by the grand ducal city office. Three weeks later, uniform and equipment purchases were approved and four days later a first fire-fighting team was sworn in as a Pompier Corps by the city director. Four years later this corps was disarmed and renamed the fire brigade corps.
Due to strong urban growth in 1878 and 1881, the fire brigade corps was reorganized and renamed the Freiwillige Feuerwehr Freiburg in Breisgau . The reorganization manifested itself in the establishment of independent companies in the city districts and the appointment of a management team.
During the First World War, the fire brigade lost numerous members, which was to be compensated by the deployment of 100 soldiers. In the Third Reich, many fire-fighting tasks were assigned to the security and auxiliary services . The volunteer fire brigade was barracked and its ranks were consolidated by compulsory workers from the population. After the end of the war in 1945, both the security and emergency services and the volunteer fire brigade were dissolved by the French military government. Instead, a 50-man professional fire brigade was founded. As early as 1947, however, there were already small operational units of the volunteer fire brigade again.
In the following decades, Freiburg continued to grow and the areas of responsibility of the fire service became increasingly complex and diverse. That is why the Freiburg fire brigade continued to grow - in addition, the equipment was constantly modernized and the firefighters better and better trained until today's fire brigade with its main fire station and 15 fire stations was created.
Organization of the Office for Fire and Disaster Protection
The office for fire and disaster control bears, as is usual with most professional fire departments, the official designation 37. Its office management (37.00) is superordinate to the entire office. Associated with it is a staff unit for controlling (37.001), a secretariat (37.003) and the city fire chief (37.002), which is not provided for in the city's establishment plan . The Office for Fire and Disaster Protection is then divided into 6 departments, each with different sub-departments, all of which are under the management of the office:

Trunk
The office management consists of the office manager (Ralf-Jörg Hohloch) and his two deputies (Dr. Philipp Golecki and Berthold Hauser). He has overall responsibility for the Office for Fire and Disaster Protection. He is legally obliged to ensure the safety of citizens and the environment in the areas of fire and disaster control as well as technical assistance and to perform his tasks economically. The head of the fire and disaster control office is also the commander of the Freiburg fire brigade.
Controlling
A controller is attached to the office manager , who is supposed to increase and improve efficiency through constant review and optimization of work processes. This includes in particular the conception of business management control instruments, the implementation of business studies, participation in and advice on organizational studies. In addition, there is business advice to the office management, advice and support with the acquisition of new technologies and other procurement measures (in particular profitability calculations and performance comparisons). He develops and carries out cost and performance accounting and can also be entrusted with special tasks and projects by the office management.
Commitment and organization
The Operations and Organization department is responsible, among other things, for ensuring that operations can run smoothly. This includes the creation, updating and implementation of alarm and disengagement regulations , the determination of personnel requirements and ensuring the operational readiness of the professional fire brigade in terms of numbers through new hires, duty and vacation planning. She also develops vehicle concepts, plans and monitors the cooperation between the professional fire brigade and volunteer fire brigade, and focuses on the training of the emergency services. The fire brigade control center and the security departments are part of the deployment department. Her area of activity also includes the organization of cross-departmental matters, public relations work and the organization of events (e.g. open days).
Personnel development and training
The personnel development and training department consists of professional firefighters who train their colleagues and members of the volunteer fire brigade. This means that 20 courses with around 250 participants can take place every year. At around 800 appointments each year, it is ensured that professional, volunteer and youth fire brigades are always kept up to date with the latest knowledge. The training includes legal studies, fire protection, property studies, environmental protection , NBC defense , civil protection, respiratory and body protection, technical assistance, communication and management skills, first aid and medical services, emergency aftercare , vehicle technology, and sports and health. The training courses are not only offered for the Freiburg fire brigade itself, but also for the municipal fire brigades in the Breisgau-Hochschwarzwald district as part of a regional fire brigade training center (RAZ) . This center is located on the premises of the fire and disaster control office of the district in the Breisgau industrial park near Eschbach (Markgräflerland) and consists of a fire training facility and a lecture hall.
Mission support
As the lower disaster control authority of the city of Freiburg, the office for fire and disaster control has to fulfill the state tasks of civil protection and extended disaster control. In the event of a disaster, the fire and disaster control office, together with the THW, the fire brigade, the Black Forest mountain rescue service, the DRK, the MHD and the rescue dog team, take on disaster relief in the city of Freiburg. Shelters
There are 4,700 places in shelters in Freiburg. 600 at Stühlinger Kirchplatz, 480 at the old pawn shop, 1594 in the public savings bank, 588 on the premises of the trade school and 1438 at the intersection Im Grün - Adlerstrasse. 5000 more were located in the Schlossberg tunnel and were quickly ready for use, these are now closed and have been dismantled since 2016.
Warning devices

Drinking water supply
In the urban area of Freiburg there are 47 emergency drinking water wells that are directly connected to the groundwater. Extinguishing water supply
If the hydrant network of the city of Freiburg is at risk or collapsed, the fire brigade can drive to and pump out around 40 extinguishing water points in order to supply emergency areas.
Technology and equipment
In order to ensure constant readiness for use, the technology and equipment department takes care of the availability and functionality of the various pieces of equipment. It is divided into the device service sub-departments, which take care of (replacement) procurement, maintenance and repair of all pieces of equipment, from small devices to vehicles. The warehouse management sub-department, on the other hand, takes care of the inventory , which includes recording, changing, updating and depreciation as well as checking the technical devices.
workshops
The Freiburg fire brigade has 10 workshops in its buildings:
- The respiratory protection workshop is responsible for the maintenance, testing and cleaning of breathing apparatus and chemical protective suits of the Freiburg fire brigade and the district's volunteer fire brigades.
- IT management
- The electrical workshop takes on the repair and maintenance of all electrical and lighting equipment used by the fire brigade as well as the annual safety and functional check of all electronic equipment.
- The radio workshop is responsible for the repair and maintenance of all communication equipment for the Freiburg fire brigade.
- The fire extinguisher workshop carries out the mandatory biennial test for all fire extinguishers.

- The hose workshop cleans and repairs all pressure hoses of the fire brigades in Freiburg and the district of Breisgau-Hochschwarzwald. This workshop also has a hose tower to dry the hoses.
- The locksmith 's shop produces parts for the car workshop and converts machines.
- The tailor's shop manages and cleans the fire brigade's work clothes. Smaller sewing work can be done here as well as minor shoe repairs.
- The joinery does all wood and small glass work for the professional fire brigade.
Fire Prevention
The department for preventive fire protection is the most externally active department of the fire brigade. In accordance with the state building regulations , it has the task of processing building applications and the like, as well as drafting fire protection statements - this also includes advising architects and builders on fire protection issues. Her area of activity also includes approval procedures under the Federal Immission Control Act . At events, this department has the task of testing and acceptance. Administrative service

The professional fire brigade is divided into the management service, the control center service and the emergency service.
Management service
The management service consists of the office manager and the department heads and deputy department heads. In the event of major damage, the direction service has to take over the overall management of operations.
Control center service
In the control center service there are two officers working in alternating shifts, which can be increased at any time if necessary. They occupy the fire brigade control center , which receives all emergency calls via the telephone number 112 and connected fire alarm systems to the independent city of Freiburg and the Breisgau-Hochschwarzwald district. The control center then takes over the control of the emergency services in the city district - the volunteer fire brigades in the district are alerted by it, but then coordinate their operations themselves. Emergency service
The emergency service is the 90-man part of the professional fire brigade who is operationally active in the event of danger, damage and emergencies. The 90 men are divided into three guard departments of 20 men each, as well as 10 management staff. They then occupy the fire fighting train, rescue train, hazardous goods train or other special vehicles. As long as there are no missions or training courses, these officials pursue their learned professions every day of the week in the workshops .
Volunteer firefighter
The volunteer fire brigade consists of around 430 people in the emergency departments who cope with around 350 missions a year. Around 140 children and young people are also active in the youth fire brigade and 47 workers in the music train. The city fire chief is responsible for managing the volunteer fire brigade, the youth fire brigade, the honorary department and the music train. He receives administrative support from the volunteer fire department of the Office for Fire and Disaster Protection. He is subordinate to the fire brigade commander and is authorized to give instructions to the department commanders, the city youth fire brigade, the president of the honorary department and the department commander of the musical train.
Operations departments
Lower City Department
Department 02 (lower town), which consists of 21 women and men, is housed at the main fire station. She mainly takes on fire fighting and technical assistance tasks in the districts of Haslach , Unterwiehre , Vauban and in the Merzhausen community . Stühlinger department
The 30-man department 08 is responsible for Stühlinger, but it does not have its own buildings or vehicles. Instead, the two fire fighting vehicles 16/12 of the Lower City Department, which are housed in the main fire station, are used.
Waltershofen department
Department 11 is responsible for Waltershofen and comprises 22 emergency services who can fall back on a fire fighting vehicle 10 and a tank fire engine 16/25 .
Tiengen department
As part of the integration, the Tiengen volunteer fire brigade was taken over as fire engine 12, today Department 12, in the fire brigade of the city of Freiburg. The department commanders (formerly fire platoon leader, called commander before integration) have been active since 1943: Karl Renkert, Gottlieb Schäffholz, Hans Lörch, Wilhelm Schlatter and, since January 1, 2014, Michael Ruf.
In 1973 the city of Freiburg built today's fire station with equipment, crew and training rooms in accordance with the integration contract. Department 12, with 25 members, is responsible for fire protection and technical assistance in the Tiengen district. The youth fire brigade group Tiengen / Munzingen, founded on February 11, 1992, currently (December 2015) has 21 members and 4 trainers. Since December 2015, the Tiengen department has also provided Fabian Schmiderer as the city youth fire brigade.
Hochdorf department
Department 14 is located at Leinenweberstrasse 3, in the Hochdorf industrial park. With its current 54 members, it currently represents the strongest department of the volunteer fire brigade and is not only training in the tasks of fire fighting and damage prevention, but also in the special areas of technical assistance on the motorway and the transport of roll-off containers with the swap-body vehicle. With its headquarters at the north junction, the BAB 5 in the direction of Teningen and in the direction of Mitte is one of its areas of operation, as is the B 294 feeder between Gundelfingen and Hochdorf and the area around Hochdorf. Kappel department
As part of the incorporation of the Kappel municipality , which was independent until 1974 , the Kappel volunteer fire brigade was taken over as fire engine 16 in the voluntary fire brigade of the city of Freiburg. ABC train department
Department 18 (ABC train), together with the professional fire brigade, form the city of Freiburg's dangerous goods train. Youth fire brigade

The Freiburg youth fire brigade, founded in 1971, consists of around 216 young people, “26 girls and 190 boys”, who are between 10 and 18 years old. At the age of 17, the youth fire brigade can complete the basic course for the volunteer fire brigade and are firefighters after successfully completing the basic training and the respiratory protection course.
