The HafenCity University Hamburg - University of Architecture and Metropolitan Development (HCU) - is a state university . The HCU combines all aspects of building and urban development in design, engineering and natural sciences as well as humanities and social sciences.

The name of this university, which has existed since 2006, refers to the location of the university building in the Hamburg district of HafenCity , currently the largest inner-city construction site in Europe , and thus also relates to its thematic field of activity. The courses, which had been spread across different locations in the Uhlenhorst ( Mundsburg ) and Winterhude ( City Nord ) districts since the university was founded, moved into the new building on Überseeallee on April 1, 2014.

The Bachelor School of the HCU Hamburg offers five courses:

The Bachelor / Master degree system at HafenCity University helps establish application and research-oriented focuses. The university is continuing the previous undergraduate courses in architecture, civil engineering, geodesy and geoinformatics as well as urban planning, and is also developing interdisciplinary courses for bachelor and master degrees. The fundamental studies (so-called "Q studies") take on an essential cross-sectional function . There is transdisciplinary work and the students acquire skills that go beyond traditional disciplines. Since the winter semester 2006/2007, all new students have started their bachelor's degree.

Every year, around 375 Bachelor and 200 Master students begin at HafenCity University. This means that a total of around 1500 students are enrolled at the university in the standard period of study. Students have to pay a semester fee (EUR 305 including semester ticket in the 2015/16 winter semester) per semester .

In the words of the former Hamburg Senator for Science Jörg Dräger, the Bauhochschule should develop international appeal for the science and university metropolis of Hamburg. It is one of the "lighthouse projects" of the Hamburg Senate's urban development policy. The Hamburg Senate passed the bill to found the HafenCity University on August 9, 2005, which was then forwarded to the citizens for consultation. The new university was established on January 1, 2006 as a university in the legal form of a corporation under public law . This combines institutions from three different types of universities ( Technical University Hamburg-Harburg , University of Fine Arts Hamburg and University of Applied Sciences Hamburg ).

The architecture courses of the University of Fine Arts (HfbK) and the University of Applied Sciences (HAW) as well as the civil engineering and geomatics courses of the HAW and the course urban planning of the Technical University of Hamburg-Harburg are combined in HCU .

The aim of the foundation was to offer research and teaching for the development of the built environment at one location and to combine the necessary specialist areas under one roof - from surveying to the design of buildings and open spaces, from material to social and political infrastructure. This should take place in a new building in the eponymous HafenCity on the Norderelbe.

During the founding phase, which lasted until September 30, 2008, the university was to develop an interdisciplinary course structure and a management and organizational structure determined by the university itself.

In the founding phase, the university should be divided into the four departments of architecture, civil engineering, geomatics and urban planning. On October 1st, 2008 the departments were dissolved.

New building on the Elbe

The new HCU building in HafenCity was originally supposed to be completed in 2009 opposite the Science Center, which was also planned on the banks of the Norderelbe, between Magdeburg harbor and Baakenhafen .

The approximately 4000 m² property has two publicly accessible water fronts, with Versmannkai being lined by a spacious promenade. Just east of the campus is the same stop HafenCity University of metro line U4 . The five-storey building of the HCU offers around 24,000 m² of floor space above ground, of which 14,000 m² are designated as the main usable area. For the design of the building was in January 2006 by the Ministry of Science and Research , an international (building owner) design competition awarded, the decision was made in February of 2007. In the first round of the two-stage competition, 90 offices were selected, of which ten subsequently made it to the second round. The criteria of particular energy efficiency and sustainability , which were placed in the foreground of the competition by the client, could not be sufficiently fulfilled by any of the submitted designs. The jury underlined its lack of satisfaction by deliberately not awarding a first prize. Instead, only a second and third place and a purchase were awarded. The second or best award-winning design comes from the Dresden office CODE UNIQUE Architects of the architects Martin Boden-Peroche and Volker Giezek. The jury justified its judgment with the fact that the design attracts the public through its arrangement of the buildings and thus creates a public university. The orientation of the student workrooms towards the water was also praised. Third place went to the architecture and urban planning office Trojan & Trojan from Darmstadt. The Hamburg architects Jan Strömer Partner GBR received the purchase . The implementation costs for the draft, which has since been revised, will be around. Estimated 65 million euros. Together with the costs for the property in Magdeburg harbor of 19.5 million euros, the costs calculated for 2009 thus amounted to over 85 million euros. The building was pre-certified with the HafenCity Ecolabel in Gold even before its completion, and in August 2016 the building was awarded the Gold Standard.

The Senate initially intended to build and operate the university building in a model of public-private partnership. According to this, the construction would have been carried out by a private investor and the university would have rented the building for a certain period of time. After the Senate did not consider an attractive investor to apply for the task during the regular tendering period, which ended at the end of 2008, the Senate financed the building itself. In September 2010, teaching was not expected in the new building until 2013. After the Senate lifted the temporary construction freeze, the first bored piles could be set in December 2010, so that construction began on schedule in spring 2011. In April 2013, a move to the new building at the end of 2013 was announced. After further delays in construction, the move took place in February and March 2014. University operations in the new building officially began on April 1, 2014.

Current media coverage

In April 2018, HafenCity University gained media attention due to internal university controversies. The reason for the reporting in Hamburg's local media was the re-election of Chancellor Stephanie Egerland, which was carried out by the HCU University Council at the suggestion of then President Walter Pelka, apparently against the will of a group of professors . The criticism of the university members who expressed themselves, including students, academic staff and professors, was directed against what they believed to be a non-transparent, restrictive and authoritarian university management represented by Egerland and Pelka. An online petition accompanied the protest. The accusations were examined and refuted by the university council. The Chancellor was re-elected on April 18, 2018, the election confirmed by the Authority for Science, Research and Equality. Around 450 people were present at a rally of the General Student Committee (AStA) on April 25, 2018, including university members from all status groups. Shortly afterwards, on May 2, 2018, the University Senate narrowly failed to vote against the University President Walter Pelka. The Presidium offered the representatives of all status groups at the university further discussions on the future development of the HCU. Representatives of the authority for science, research and equality suggested that a mediation process be carried out to resolve the conflict.
