Helma Ulrike Orosz [ ˈoros ] (born May 11, 1953 in Görlitz ) is a former German politician ( CDU ). From 2003 to 2008 she was the Saxon State Minister for Social Affairs , before that she was Lord Mayor of Weißwasser / Oberlausitz , then from 2008 until her resignation due to illness in 2015 she was Lord Mayor of Dresden .

Professional career

After graduating from the POS , she studied at the Medical College in Görlitz and graduated in 1972 with the profession of daycare teacher . In addition to her job, she qualified as a daycare manager at the Cottbus company academy (1976–1978). From 1975 she worked as deputy daycare manager in Weißwasser in Upper Lusatia before taking over the management of a children's facility in 1979. From 1989 she was head of the Weißwasser District Crib Association. In 1990 she became the head of the health and social affairs department in the Weißwasser district office, and in this role she moved to the newly founded Lower Silesian Upper Lusatia District in 1994 . From 1998 to 2001 she took part-time training in the field of administrative business administration at the private Saxon Administration and Business Academy in Bautzen and graduated with a certificate in administrative business administration (VWA) .

Political career

Orosz joined the CDU in 2000 and became mayor of Weißwasser / Oberlausitz in 2001. Two years later she resigned from this office to work as Saxon State Minister for Social Affairs. From 2004 to 2008 she was a member of the Saxon state parliament as a member of the constituency of Lower Silesian Upper Lusatia .

In preparation for the mayoral election in Dresden in 2008, she was proposed as a candidate to the CDU members by an internal party search committee and the then Saxon Prime Minister Georg Milbradt . On November 10, 2007, the 33rd district party conference of the Dresden CDU elected her as candidate for mayor with 97.8% of the votes. She was supposed to win back the OB post for the CDU, which was lost in 2001. In the first ballot on June 8, 2008, she missed an absolute majority with 47.61%. In the second ballot on June 22, 2008, she prevailed with 64.04% against Klaus Sühl ( Die Linke , 31.12%) and three other candidates. Due to an election challenge, she was initially appointed as administrative administrator . Their appointment took place on November 20, 2008. Then Volker Schimpff took over her state parliament mandate, Christine Clauss became the new minister of social affairs. On November 14th, 2009 she was elected one of the deputy chairmen of the CDU Saxony at the state party conference .

Orosz, as Lord Mayoress, spoke out in the Dresden bridge dispute for the further construction of the controversial Waldschlößchenbrücke, which was rejected by UNESCO . In her inaugural speech, she named plans for her term of office, among other things, to convince UNESCO that the Waldschlößchenbrücke and World Heritage titles are possible together, and to preserve Dresden's debt-free status. With the former , it ultimately failed in June 2009 .

In January 2015 Tillich and Orosz jointly called for a mass rally for cosmopolitanism, against xenophobia and intolerance. Before that, Orosz had sought dialogue with the Islamophobic and xenophobic Pegida demonstrators.

On February 7, 2011, she underwent breast cancer surgery . Only one year later, on March 1, 2012, she resumed her official duties. During this time she was represented by the mayor of Dresden, Dirk Hilbert ( FDP ). Due to her poor health, she resigned from her position as Lord Mayor around five months before the regular expiry of her term of office on February 28, 2015. Your future successor, Dirk Hilbert, took over the office on March 2, 2015.

On May 30, 2015 she was awarded the Saxon Constitutional Medal by the President of the State Parliament Matthias Rößler "for her services as a woman of state and city to the free democratic development in Saxony, in the Lower Silesian Upper Lusatia District and in Dresden" . After her resignation, she has largely withdrawn into her private life.

From its founding in May 2004 to November 2010, Helma Orosz was chairwoman of the Förderverein Fürst-Pückler-Park Bad Muskau e. V. Under her leadership, the association has collected over 100,000 euros for the restoration of the two lion sculptures in front of the New Palace in Muskauer Park , the only Saxon world heritage site. The first of the lions cast in Lauchhammer was erected on August 14, 2009, and the second followed on April 1, 2010.

On December 3, 2009, Helma Orosz enforced the ban on the painting “ Ms. Orosz advertises the world heritage ” by the Dresden painter Erika Lust before the Dresden Regional Court . The court ruled in an urgent procedure that the picture violated Ms. Orosz's personal rights. On April 16, 2010, the Dresden Higher Regional Court lifted the ban, as the judges believed that the painting was “a portrait of contemporary history and a satirical representation”. The plaintiff's personal rights have to subordinate themselves to the defendant's freedom of expression and artistic freedom . (Ref .: 4 U 127/10). No further legal action was possible against the judgment. Since Helma Orosz rejected a lawsuit at the Federal Constitutional Court , the proceedings were concluded.

Orosz is divorced, has a daughter and two grandchildren. She lives in the Loschwitz district of Dresden .
