Michel's father Jules Clément was once killed in a daring arrest in the police force. On his deathbed, his son promised to become a policeman one day. 20 years have passed since then and Michel has just passed the police inspector exam. Because he is the worst of the year, he has to stay in Paris . Marcel Watrin, who is about to retire, is assigned as a partner. After some initial difficulties - Michel is mistaken for a criminal on his first day and beaten up by his new colleagues - the investigation begins. In addition to Watrin, the journalist Marie-Anne Prossant is also sitting in the police car, who wants to write a report about the work of the men in order to prove to her father, the press magnate Louis Prossant, that she can achieve something without him. In a second-hand bookshop, Michel records the theft of two valuable dueling pistols, which he receives a little later from his semi-criminal friends as a first-time gift from the police. Michel brings the pistols back to the second-hand bookshop disguised as a robber, and both the saleswoman and Marie-Anne recognize him. However, your surprisingly positive image of Michel quickly changes again: The entire Paris police have been after the crazy thief Roger Morzini for years. By chance they surprise him when they steal, but Michel's carelessness causes an accident that allows Morzini to escape.
Morzini goes into hiding and goes to see Dr. Haquenbusch adapted the appearance of the actor Gérard Depardieu based on a photo template . After the operation, he kills Haquenbusch. During his recovery period, he sees a television interview with Marie-Anne in which she describes him as a disturbed man and insults the police as incompetent. Morzini calls Marie-Anne and announces that she will soon be able to convince herself of his character. Marie-Anne brings the phone call into the newspaper as a lead story. Police director Mottet orders Marie-Anne to be conspicuously shadowed by the two most incompetent police officers. Should Morzini plan her kidnapping due to further provocations of Marie-Anne, a second team of experts should arrange for his arrest. Michel and Marcel are selected for open surveillance. Morzini, in turn, is not recognized in his new appearance and comes into contact with Michel, introducing himself to him as the crime writer Antoine Collard. Michel befriends him, reveals valuable inside information and soon comes under suspicion of being a mole in the police force who works for Morzini. When Morzini is invited to dinner at Michel's one day, he pretends to play a prank on Marie-Anne as part of his new novel research, because with a little tricks he can look like Morzini. Michel takes part in the alleged prank, organizes a secret meeting between Morzini and Marie-Anne and fools his colleagues from the police with a Marie-Anne doll. Morzini, in turn, uses the time to take Marie-Anne to a remote villa and demand a ransom of one billion francs from her father.
Michel is arrested as a helper of Morzini, secretly equipped with a transmitter and, with some difficulty, made to flee. By chance he notices that a transmitter is sewn into his clothing and passes it on to a beggar. His mother supplies him with new things, and Michel takes action himself. He and his semi-criminal friends kidnap Morzini's mother and have it advertised on television. Morzini is furious and tries to escape with Marie-Anne, but is stopped by Michel. He uses an excavator to destroy the villa where Morzini is hiding and uses the excavator shovel to save Marie-Anne. With her he goes to a hotel, where he calmly organizes the handover of the ransom that Louis Prossants has raised in the meantime.
