Montaigne Institute

The Institut Montaigne , founded in 2000, is a French not-for-profit, non-party think tank based in Paris . The main purpose of the Montaigne Institute is to provide policy advice aimed at improving social cohesion, the competitiveness of the French economy and the soundness of government spending in various policy areas. The work of the institute is based on international comparative statistics as well as on the cooperation with experts from the French business world, academics, from civil society and from government circles.

The research work of the Montaigne Institute focuses mainly on the following four policy areas:

  • Social cohesion: school education, higher education and studies, employment, equal opportunities, lifelong learning and diversity
  • Government tasks: pensions, justice, health, environment and European issues
  • Competitiveness: companies, energy, transport, medium and small businesses, digital economy and the regulation of financial markets
  • Finance: taxation, government spending, municipal budgets

The Montaigne Institute also promotes innovative democratic platforms. In 2011 there was an extensive research program of the institute under the direction of Gilles Kepel in the suburbs of Clichy-sous-Bois and Montfermeil , where there was an uproar in 2005. The research results were published in the book “Banlieue de la République”. This work was later supplemented by “Passion française”, another research based on interviews with candidates with a migrant background for the 2012 election to the National Assembly in the cities of Roubaix and Marseille .

The Institut Montaigne endeavors to provide the public with accurate figures and with suitable analytical tools. In the 2012 presidential election campaign , the institute intervened with predictions about the consequences of the election promises of the individual candidates for the state budget. A similar procedure was followed during the election campaign for the 2014 local elections for the 10 largest cities in France, and during the election campaign for the regional elections in 2015. During the campaign for the presidential election in France 2017 , the institute evaluated more than 120 election promises on the basis of quantitative analyzes.

The institute has developed the first serious simulation game on the subject of public finances, with the help of which the player is supposed to test how political decisions in the area of ​​the budget and the economy affect the national debt.

The Institut Montaigne organizes policy forums for the development of new forms and contents of politics, to which citizens are invited. In 2012, for example, the institute organized a citizens' conference on the French health system, at which 25 selected participants explained how the health system works, what problems it has and what key issues it has. After a few workshops, the participants published a report in which they formulated the most important proposals for health policy.

Activities of the institute

Institut Montaigne offers proposals for political action aimed at strengthening both the country's competitiveness and social cohesion. The institute communicates its ideas through four different types of publications:

Finances

Institut Montaigne is a non-profit making organization in accordance with the law of 1901. The annual budget of the institute is approximately 4.3 million euros. More than 150 companies of various sizes and from all business areas make annual contributions, with each funding no more than 2% of the budget. In addition, more than 300 legal entities support the institute's activities. Your contribution makes up about 1% of the budget.
