Career

John Russell, son of Mary Ann Miller (1788-1881) and Robert Russell (1783-1883), was born in Champaign County in 1827 and grew up there. His parents were both farmers, originally from Virginia . Nothing is known about his youth. Russell taught as a teacher. He had saved enough money in 1849 to go to Ohio Wesleyan University . After graduation, he returned home. There he married Margaret M. Russell (1833-1901), daughter of Tamzon W. Underwood (1806-1889) and Aaron Russell (1799-1868), with whom he was not related. The couple had at least three children: Mary Tamzon (1853-1921), Sarah Evelyn (1856-1926) and Frank Clifton (1863-1925).

In 1854 he was elected Clerk of Courts in his county. Russell served three terms over a nine-year term. He was then appointed chief clerk to the staff of Secretary of State William Henry Smith . Smith resigned from his post on January 14, 1868. Russell was then appointed as the new Secretary of State by Governor Rutherford B. Hayes . A State Republican Convention was later held in the same year. Russell finished fourth out of four nominees in the first vote for nomination for Secretary of State. He then withdrew his candidacy.

After his tenure, Russell returned to Urbana and worked in the office of the Collector of Internal Revenue. Russell successfully ran for a seat in the Ohio Senate in the fall of 1869 . Before he could take his seat, however, he suffered a stroke and died on December 16, 1869. Governor Hayes spoke at his funeral in Urbana. His body was buried there in Oak Dale Cemetery .
