He was elected county auditor , a post he held for two terms beginning in 1859.

Politically, he was a Whig but became a Republican and strong supporter of Abraham Lincoln when he published the Belmont Chronicle . He was the publisher of the Chronicle until 1870, with the exception of his time as a soldier during the Civil War .

Poorman raised a company . He subsequently received an officer license as captain in D Company in the 43rd  Ohio Infantry . He held this rank from December 21, 1861 to August 12, 1862. On September 12, 1863, he resigned from his post.

After the Chronicle was sold in 1870, Poorman was a manufacturer of machinery in Bellaire, Ohio. In this context, he filed US patent 115,099 in 1871. The stock market crash of 1873 wiped out his fortune completely.

In 1878 he founded the Bellaire Tribune and subsequently advocated protective tariffs. Poorman was elected to the Ohio House of Representatives in 1885 and re-elected in 1887. He was a member of the Ohio General Assembly from 1886 to 1889 . In April 1891, Daniel J. Ryan resigned from his post as Secretary of State of Ohio. Governor James E. Campbell appointed Poorman as the new Secretary of State to fill the vacancy. He was not nominated again for re-election in 1892. The Republicans nominated Poorman in 1890 for the 17th congressional electoral district of Ohio and in 1892 for the 16th congressional constituency of Ohio. He lost both elections to Democrat Albert J. Pearson , the first choice 51.2% to 48.8% and the second choice 50.06% to 49.94%.

Poorman married Martha Ann Ebert on April 6, 1846.
