Karlıova ( Kurdish : Kanîreş ) is a city and a district ( Ilçe ) in the Bingöl Province in Turkey . The Kurdish name means black spring . The Turkish name means snowy plain . The district was founded in 1934.
The district is located in the northeast of the province and borders the provinces of Erzurum and Mus . The city lies on a plain between Bingöl and the Şeytan Dağları . Most of the district is mountainous. The highest point is the Bingöl Dağı with 3250 m.
The district town of Karlıova is home to around 25 percent of the district's population. The rest is spread over 47 villages ( Köy ) with an average of 470 inhabitants. Six villages have more than a thousand inhabitants: Kargapazarı (1,687), Taşlıçay (1,598), Yiğitler (1,529), Toklular (1,372), Bağlıisa (1,177) and Hacılar (1,116 inhabitants).
Zaza and Kurmanji are the most common languages in the region.
