Lal-lo is a municipality in the Cagayan province of the Philippines . In 2015, 44,506 people lived in the 702.8 km² area, resulting in a population density of 63 inhabitants per km². Lal-lo was temporarily the provincial capital in the 19th century and is crossed by the Cagayan River from south to north. The indigenous people of Lal-lo are the Ibanag , who lived in the area before the Spanish conquest of the country. A major educational institution in the community is Cagayan State University .
