The season 1968/69 the division Lower Saxony was the 20th season of the highest Lower Saxony amateur league in football . It was the fifth under the name Landesliga and took the third highest level in the German league system. Masters became Leu Braunschweig. In addition to Braunschweig, TSR Olympia Wilhelmshaven and Teutonia Uelzen took part in the promotion round to Regionalliga Nord . Braunschweig and Wilhelmshaven were able to prevail and rise to the regional league.

No team had to relegate to the association league, as two Lower Saxony state division teams rose to the regional league and no Lower Saxony team had to relegate from there. Instead, VfL Oldenburg and SV Union Salzgitter rose from the association league .
