The season 1948/49 the division Lower Saxony was the second season of highest Lower Saxony amateur league in football . Until then, it was the second highest level in the German league system. A master was not played out. VfB Oldenburg and SV Linden 07 qualified for the promotion round to Oberliga Nord , with the Oldenburg team being able to prevail. No team was relegated from the Oberliga Nord due to their increase, thus also not Göttingen 05 in the amateur (upper) league Lower Saxony.

In the summer of 1949 a comprehensive league reform took place. The Lower Saxony amateur league was introduced as the new highest amateur league in Lower Saxony (but only called that from 1950). After initial considerations, the first six teams from the Braunschweig, Hannover-Heide, Hildesheim and Weser / Ems seasons should qualify for the new league. The decision to set up these two-pronged, however, was only made on an extraordinary association day of the NFV on 30./31. July 1949 after debating and rejecting a three-pronged solution. The final number of qualified clubs was only known weeks later, because it was unclear for a long time which clubs from the Bremen Football Association and other neighboring areas would be added. Ultimately, the new league was increased to 34 clubs, so that the table seventh were also qualified. Numerous playoffs played became meaningless. The clubs from Bremen and Bremerhaven formed the finally independent Bremen amateur league for the new season .

The teams from Wolfenbüttel and Helmstedt tied for points determined the sixth of the Braunschweig season in a playoff, who qualified for the Lower Saxony amateur league according to the original plans. The game took place on June 12, 1949 in Braunschweig . The subsequent increase in the amateur league made the game meaningless.

Hannover 96 was eliminated after a few games and only started playing private games after the club had promised to return to the Oberliga Nord without a fight at the end of the season (because of the Holstein Kiel affair ).

Playoff for sixth place

The equal points teams from Limmer and Munster determined in a play-off the sixth of the Hannover-Heide season, who qualified according to the original plans for the Lower Saxony amateur league. The game took place on July 3, 1949 in Burgdorf . The subsequent increase in the amateur league made the game meaningless.

With the rise of local rivals VfB in the Oberliga Nord, another place in the amateur league was vacated, to which VfL Oldenburg moved up shortly before the goal was closed. Until then, the association had hoped in vain for Eintracht Nordhorn to return to Lower Saxony.

Bremen

According to the DSFS , the division was called Verbandsliga Bremen . It was de facto already independent from Lower Saxony, but a number of clubs from the surrounding area still played.
