The 1969/70 season the division Lower Saxony was the 21st season of the highest Lower Saxony amateur league in football . It was the sixth under the name Landesliga and at that time took the third highest level in the German league system. The amateurs of Eintracht Braunschweig became champions . At the promotion round to Regionalliga North of took SV Union Salzgitter , the OSV Hannover and SV Meppen part. Meppen was able to prevail and rose to the regional league.

Only 1. FC Wolfsburg had to relegate to the association league, as SV Meppen was promoted to the regional league and no Lower Saxony team had to relegate from there. Instead, the association league of Kickers Emden and Sportfreunde Salzgitter were promoted.
