At the beginning of the film, an animated sequence shows Popeye who says he is in the wrong film.
Popeye, who grew up as an orphan , is looking for his missing father. He and Olive Oyl meet Swee'pea, who can predict the future. Swee'pea is kidnapped on behalf of Poopdeck Pappy. It turns out that Poopdeck Pappy is Popeye's father. Furthermore, Swee'pea is kidnapped by the captain Bluto, who is looking for treasure. A fight ensues between Bluto and Popeye, who is thrown into the water. The sailor later defeats Bluto and finds the treasure.

Variety magazine wrote that the film was far better than expected. Avoiding a disaster is not yet a success. The plot is unsustainable, but the film offers some good songs. The portrayals of Shelley Duvall and Paul L. Smith were praised.
Cinema magazine wrote that the comedy was "Robert Altman's failed attempt to bring a cartoon character to life." The presence of Robin Williams normally even saves “moderate stories”, but in this case he “chases after the drawn figure and his Olivia (...) with silly contortions”. The "bubbling animation moment" is completely missing.
