Port Authority of New York and New Jersey , abbreviated PANYNJ , is the joint port authority of the US states of New York and New Jersey since 1921 . A 40-kilometer radius around the Statue of Liberty is defined as the working area (3900 km²). This definition differs from the commonly used and rather unspecific term “ New York Harbor ”.

In addition to operating the ports in the two states, the authority's tasks also include many (but not all) regionally important transport infrastructures such as bridges, ferries and ferry stations, tunnels, and the operation of the three airports in New York City ( John F. Kennedy International Airport , LaGuardia Airport and Newark Liberty International Airport ) and the Port Authority Trans-Hudson (PATH) subway routes . As an authority, it can also deploy its own police and other law enforcement officers. In total, it has several thousand employees in both states.

The Port Authority of New York and New Jersey was also the owner of the World Trade Center or is the owner of the corresponding property in Lower Manhattan and of the One World Trade Center, which opened in November 2014 .

Connections across the Hudson River

Until the early 20th century, there were no bridges over or tunnels under the Hudson River to New York City. The Holland Tunnel was built and operated in 1924 by an independent company that is considered the forerunner of the port authority. With increasing motor vehicle traffic, there was an increased need for bridges, etc. Bridges over the Arthur Kill on the border to Staten Island were financed with bonds early on, such as the Goethals Bridge and the Outerbridge Crossing (1928), which were named after the first chairman of the port Authority Eugenius H. Outerbridge was named. The Bayonne Bridge (1931) spans the Kill Van Kull .

In 1927 construction began on the George Washington Bridge (1931), which runs from Manhattan to Fort Lee in New Jersey .

Since 1930, the Holland Tunnel has officially been owned by the Port Authority, which generates significant revenue from it through tunnel fees. In addition, the Lincoln Tunnel in Midtown Manhattan was built in the early 1940s .

World Trade Center

As early as 1961 there were first plans to build the World Trade Center . Finally, the port authority exchanged the building rights for the WTC project with the obligation to continue the bankrupt Hudson and Manhattan Railroad (the H&M of New Jersey; today the PATH lines World Trade Center (red) to Newark and Hoboken (green line)). Part of the deal included the redevelopment of the Downtown Hudson Tubes and the Uptown Hudson Tubes , the takeover of the Hudson Terminal and other dilapidated properties in Lower Manhattan, the demolition of which later made the World Trade Center possible.

In 1964, the architect Minoru Yamasaki designed the twin towers, the construction of which began in August 1968. In 1973, the towers reached a cost of over $ 900 million.

The One World Trade Center , one of the new skyscrapers at Ground Zero, belongs to the Port Authority.

Ownership of World Trade Center site

As the property owner, PANYNJ has been planning the reconstruction since the end of 2001 in cooperation with Silverstein Properties and the Lower Manhattan Development Corporation . In 2006, the leasing and ownership of the later high-rise buildings ( One , Two , Three and Four World Trade Center ) was agreed with Silverstein Properties . While only the One World Trade Center remains fully owned by the port authority, Silverstein Properties is entrusted with the implementation of the remaining skyscrapers at Ground Zero. The construction and operation of the PATH-WTC transfer station (Transportation Hub) is also part of the agreement . This means that PANYNJ will remain the property owner at this point in New York for the long term. PANYNJ also built the memorial for the victims of the terrorist attacks on the site .

Top management

The Port Authority is jointly managed by the New York and New Jersey Governors , who each appoint six Commissioners with the approval of their respective Senates. The Executive Director , similar to a CEO , is appointed by the Board of Commissioners; Patrick Foye currently holds this post.

The port authority cannot levy or administer taxes, but can only finance itself through fees and rental income.

The Port Authority of New York and New Jersey Police Department , PAPD, is one of the largest law enforcement agencies in the United States with approximately 1,600 uniformed and civilian officers. The head office is located in Jersey City (Journal Square, New Jersey). One focus of the work is the safety of the subway system of the “PATH system” and the cooperation with the New York Police Department (NYPD) . PAPD is connected to the National Crime Information Center (NCIC) in Washington, DC . The Port Authority's police force also includes a separate criminal investigation department .
