The constituency of the German Reich.

The Reichstag constituency of the province of East Prussia - Gumbinnen 1 administrative district (constituency 11; constituency Tilsit-Niederung ) was an electoral district for the Reichstag elections in the German Reich and the North German Confederation from 1867 to 1918.

Constituency layout

The constituency comprised the urban district Tilsit , the district Tilsit , the district Niederung and the rural community Heydebruch and the manor district Klein Szagmanten from the rural district Ragnit .

Replacement election 1879

After Schlieckmann's appointment as district president, there was a replacement election on December 2, 1879 due to his temporary incompatibility . There was only one ballot.

Contrary to the nationwide agreement of the cartel parties , the constituency association of the NLP put up its own candidate. There was a ballot. The number of eligible voters was 25,650 and the number of votes cast was 20,414, of which 38 were invalid. The turnout was 79.6%.

Substitute election 1891

After Schlieckmann's death, a replacement election took place on August 7, 1891. The NLP supported the free-thinking candidate. In return, the German Liberals supported the NLP candidate in the constituency of Kassel 2 (Kassel-Melsungen) . There were two ballots. The number of eligible voters was 25,800 and the number of votes cast 17,516, of which 16 were invalid. The turnout was 67.9%.

Part of the Conservatives of Lithuanian origin had split off from the Conservatives and put up their own candidate. The NLP supported the German Conservative candidate. There were two ballots. The conservative candidate, the landowner Pourtalès, was supported by NLP and BdL. The Lithuanian Conservatives nominated the private scholar Sauerwein as their own candidate. The FVg supported the candidate of the FVP. There were two ballots. The number of eligible voters was 27,245 and the number of votes cast was 20,678, of which 54 were invalid. The turnout was 75.9%.

1903

Negotiations between the conservatives and the Lithuanians to set up Friedrich Martin Mattschull as a joint candidate failed due to the contradiction of the conservatives from the Niederung district. The conservative candidate was supported by the NLP. In return, the conservatives agreed to support an NLP candidate in the state elections. There were two ballots. The number of eligible voters was 28,205 and the number of votes cast was 20,110, of which 53 were invalid. The turnout was 71.3%.

Contrary to the wishes of the state management, the conservative candidate was supported by the NLP. The Lithuanians were at odds and did not nominate a candidate. There was a ballot. The number of eligible voters was 28,918 and the number of votes cast 24,358, of which 36 were invalid. The turnout was 84.2%.

1912

The Conservatives nominated the Minister of State a. D. Moltke. This insisted on standing for the Reich Party and after the election to join their faction. NLP and BdL support Moltke. The Lithuanians were deeply divided. Before the election, the "German-Lithuanian People's Party" was formed, which nominated the (German) chief Zocheisen. After this found no support from the Lithuanian electoral association, the mill owner Reidies was named. There were two ballots. The number of eligible voters was 29,623 and the number of votes cast 24,784, of which 78 were invalid. The turnout was 83.7%.
