Rosa "Rosie" Gumataotao Rios (born July 17, 1965 ) is an American government official and was Treasurer of the United States until July 2016 . She is the sixth Hispanic to hold this post.

Life

Rosa Gumataotao Rios, first generation Mexican American, is the daughter of Guadalupe Rios. Her parents immigrated to the United States from Mexico in 1958 . In 1974 they divorced. Rios and her eight siblings grew up with their mother in Hayward, California. To help her mother, she got a job at the Alameda County Library Archives . She worked overtime, often coming home late at night and then doing her homework until the wee hours of the morning. Rios graduated from St. Clement School, Hayward in 1979 and from Moreau Catholic High School, Hayward in the early 1980s. After graduating from college, she lived in Fremont for seven years and later moved to Castro Valley . In 1983 she began her studies at Harvard University . Her intention was to return to California and work in the state department of education . Four years later she graduated with a Bachelor of Arts in Sociology , Romance Languages and Literature . Her thesis dealt with the "Changing Notions of Latino identity" with a focus on the works of Tomás Rivera and Sandra Cisneros .

After graduating from Harvard University, she was employed as a commercial real estate insurance broker with General Reinsurance, a San Francisco- based remote insurance company. She then worked for urban redevelopment in Union City and for urban development in nearby San Leandro . From 1997 to 2001 she was director of the Fremont Economic Development Department . In 2001 she was director of the city's Economic Development and Redevelopment Department in Oakland . Hundreds of new companies have settled during her tenure.

Rios then worked for Red River Associates , a consultancy specializing in project management for small towns and public institutions. In 2005 she was involved in bringing the Montreal Expos to Washington, DC . The following year she moved to MacFarlane Partners , a real estate investment firm in San Francisco. While there she was responsible for the company's urban investment and development programs in Northern California and advising local communities.

In 2008 she was a campaign assistant for Barack Obama , especially among the Latinos in Virginia . After Barack Obama was elected US President in November 2008 , Rios took a leave of absence from MacFarlane Partners and joined the Treasury-Federal Reserve transition team.

On May 15, 2009, US President Barack Obama nominated Rios as Treasurer of the United States. It was ratified by the US Senate on July 24th. In Rios, she was the third consecutive Hispanic Californian and - after her predecessor Anna Escobedo Cabral - the second Mexican American to hold this office.

On August 20, 2009, Rios took her oath of office as the new treasurer. Previously, she had her signature on August 6, Bureau of Engraving and Printing issued for the purpose of this imprint on the new dollar - bank notes in addition to the US Treasury F. Geithner . Since her name includes that of her husband Gumataotao, it is the first time a Chamorro name appears on dollar banknotes. Rios announced that it will expand its regular duties so that it can help US citizens come out of the recession . She also acknowledged the important role her new post has played in recent years in promoting literacy and education financially .

On July 8, 2016, Rios resigned as treasurer.

Rios married the Guamer Jose Diaz "Joe" Gumataotao junior. The couple have two children together: Joey (* 1996) and Brooke (* 2000). The family lives in Potomac ( Maryland ).

Rios' confirmation caused some commotion in Guam , where her husband's family is politically active. His cousin Joane Camacho is the wife of the former governor of Guam Felix Perez Camacho . His cousin Vernon Perez is a judge at Guam Superior Court. First Lady Camacho described Rios' appointment as a "giant step forward for minorities in the United States and insular areas".
