Spiros Simitis ( Greek Σπύρος Σημίτης Spyros Simitis ; born October 19, 1934 in Athens ) is an internationally renowned German lawyer and former Hessian data protection officer . He is the brother of the former Greek Prime Minister Konstantinos Simitis .

After attending school in Athens, Spiros Simitis, like his brother Konstantinos, came to study in the Federal Republic of Germany. Both studied at the Philipps University in Marburg , Spiros Simitis 1952-1956 Law . After completing his studies , he did his doctorate on “factual contractual relationships” and then worked as a research assistant at the Johann Wolfgang Goethe University in Frankfurt am Main until 1962 , where he then completed his habilitation .

From 1964 to 1969 Spiros Simitis was professor for civil law , commercial and economic law and international private law at the Justus Liebig University in Giessen . Since 1969 he has been professor for labor law , civil law and legal informatics with a focus on data protection at the Johann Wolfgang Goethe University in Frankfurt. Spiros Simitis is also director of the research center for data protection at the University of Frankfurt and visiting professor at the universities of Yale (since 1980) and Paris (since 1990).

Spiros Simitis is the author of the Hessian Data Protection Act and is therefore also referred to as the "father of data protection".

In 1975, the native Greek took on German citizenship.

Simitis was the Hessian data protection officer from 1975 to 1991 .

In 1977 he was interviewed as a candidate for the newly created office of the Federal Data Protection Commissioner (BfD) . Based on his experience as a data protection officer in Hesse, he was considered the ideal person. However, Simitis declined the call to Bonn. In his opinion, the BfD office was insufficiently staffed and also too closely linked to the Federal Ministry of the Interior . The office was then transferred to the lawyer Hans Peter Bull .

Spiros Simitis is married to the psychoanalyst and Sigmund Freud researcher Ilse Grubrich-Simitis .

Memberships and commissions

Spiros Simitis has been a member of the German Council for International Private Law since 1966. From 1966 to 1980 he was Secretary General of the International Civil Status Commission and from 1975 to 1991 Hessian State Commissioner for Data Protection. In addition, from 1979 to 1982 he was a member of the deputation of the German Juristentag and from 1982 to 1986 chairman of the expert commission for data protection issues of the Council of Europe . Since 1988 he has been a permanent advisor to the EU Commission on data protection issues. From 1990 to 1996 he was a member of the Research Council of the European University Institute in Florence , 1994 advisor to the International Labor Office for the drafting of a regulation of employee data protection , from 1998 to 1999 chairman of the high-level expert commission of the EC commission on the Charter of Fundamental Rights , from 1999 until 2001 member of the strategy commission for the further development of the European University Institute in Florence and in 2001 the decision of the Federal Cabinet was followed by the appointment of a member of the National Ethics Council , as its chairman until 2005. From 2008 to 2012 he was again a member of this body, which has now been renamed the German Ethics Council .

In his professional career, Spiros Simitis has received a number of honors from international commissions and universities. Since 1992 he has been an honorary doctor of the Democritus University of Thrace and since 2003 an honorary doctorate from the University of Athens , and since 2002 an honorary member of the deputation of the German Association of Jurists and since 2003 a corresponding member of the Academy of Athens .
