Numerous celebrities wrote letters to the city's children to encourage them to read and use the library. Letters to the Children of Troy came from Douglas Fairbanks Junior , Isaac Asimov , Kingsley Amis , Pat Nixon , Neil Armstrong , Pearl S. Buck and Ronald Reagan , among others . In 2002, the library achieved over 1 million loans a year for the first time. In 2010 there were massive budget cuts, combined with downsizing and restricted opening hours.
