US Highway 41 runs north-south on the western edge of Waukegan . Illinois State Routes 43 , 120 , 131, and 137 meet in downtown Illinois .

Waukegan is located 67.3 km north of central Chicago , 120 km east of Rockford and 83.9 km south of Milwaukee , Wisconsin .

Waukegan was founded as an outpost by French traders in the late 17th century . Waukegan was officially recognized as a city on February 23, 1859 .
Demographic data
In the official census in 2000 , the population was 87,901. These were distributed to 27,787 households in 19,450 families. The population density was 1,475.6 inhabitants per square kilometer. There were 29,249 residential buildings, which corresponded to a building density of 491.0 buildings per square kilometer.
The population in 2000 was 50.1 percent white , 19.2 percent African American , 0.5 percent Native American , 3.6 percent Asian, and 23.0 percent other. 3.5 percent said they came from at least two of these groups. 44.8 percent of the population were Hispanics belonging to any of the above groups.
30.2 percent were under 18 years of age, 12.1 percent between 18 and 24, 33.4 percent between 25 and 44, 16.4 percent between 45 and 64 and 7.9 percent 65 and older. The mean age was 29 years. For every 100 women there were 103.1 men, for those over 18 years of age 103.2.
