Werner Schiffauer

Werner Schiffauer (born December 6, 1951 in Lichtenfels ) is a German cultural scientist , ethnologist , publicist and chairman of the Council for Migration . Until his retirement in July 2017, he taught comparative cultural and social anthropology at the European University Viadrina in Frankfurt (Oder) . Schiffauer operates an anthropology of industrial, late-modern societies with a focus on the problem areas of identity , knowledge as well as power and discipline or, in general, power-knowledge complexes in the Foucaultian sense.

Scientific career

After graduating from high school in Selb in 1971 , Schiffauer began a double degree in pedagogy and ethnology at the Free University of Berlin in 1973 . Looking back, he himself speaks of his “ Sponti ” past. In 1976/77 he spent a stay abroad at the University of Ankara . In 1980 the diploma in the subject of educational science followed with the thesis: "The cultural situation of Turkish youth and the problem of youth delinquency" . In 1987 he was at the Free University Berlin in Social Anthropology with the dissertation on the "worldview and self-image of the farmers of Subay - An Ethnography" at Fritz W. Kramer and Lothar Krappmann doctorate . In 1991 he completed his habilitation in cultural anthropology and European ethnology . In 1993 he became professor for European ethnology at the HU Berlin and in 1995 switched to the chair for comparative cultural and social anthropology at the European University Viadrina in Frankfurt (Oder) .

From 1986 to 1993 Schiffauer carried out a long-term study of the Caliphate State , the Islamist community of Cemaleddin Kaplan . The study deals with the fascination that political theology can exude at the end of the 20th century. In particular, the study analyzes the strategies for generating narrative, social and biographical plausibility in radical political movements . The results were published in 2000 under the title “The Men of God. Turkish Islamists in Germany. A study on the production of religious evidence ”published by Suhrkamp Verlag .

In 1995 Schiffauer developed the “State-School-Ethnicity” project together with Gerd Baumann, Steven Vertovec and Riva Kastoriyano . In the cooperation project funded by the VW Foundation between the Research Center Religion and Society (Amsterdam), the Institute of Social and Cultural Anthropology ( Oxford ), the CERI (Paris) and the Chair of Comparative Cultural and Social Anthropology at the European University Viadrina examined the role of schools in the constitution of minority identities in England, France, the Netherlands and Germany. The comparison group was the Turkish minority . The project was completed in September 1999. The results were published in 2002 in German by Waxmann Verlag and in 2004 in English by Berghahn Books .

In 2002, Schiffauer wrote the text “Migration and Cultural Difference” for the Berlin Senate's commissioner for foreigners , which contains some of the results of his empirical work between 1995 and 2001. This publication, written for a general readership, focuses on negotiation processes for norms and values ​​in the first, second and third generation of immigrants to Germany.

While the study on the caliphate state focuses on the dynamics of radicalization, the long-term study (from 2000 to 2009) on the Islamic community of Millî Görüş deals with processes of deradicalization . Using a dense description , Schiffauer shows how a post- Islamist second generation has grown up and taken on leadership positions in the former Islamist community . Schiffauer comes to the result, among other things, that this post-Islamist generation has broken with the dualism between “the West” and “Islam” that characterizes classical Islamism . For them the logic of translation replaced the logic of confrontation. The book was sharply criticized by journalist Eberhard Seidel in the Taz under the title “The Ethnologist and His Boygroup” .

In 2004 Schiffauer received the “Falaturi Peace Prize for Dialogue and Tolerance” from the “Society of Muslim Social and Spiritual Scientists”. Ibrahim El-Zayat , for example, sits on the board of this association , who is a Muslim Brother and a central figure in German Islamism. Schiffauer is also co-editor of the 2006 Migration Report, on which he worked for the second time since 2004. From 2008 to 2012 he was a member of the Expert Council of German Foundations for Integration and Migration .

In addition, Schiffauer is the scientific director of the international project Global prayers together with Stephan Lanz . Redemption and Liberation in the City , in which scientists and artists work together in the form of conferences, research and publications to deal with the phenomenon of stronger religious movements in metropolises . The project was initiated by metroZones. Center for Urban Affairs and is also supported by the House of World Cultures (Berlin) and the European University Viadrina (Frankfurt / Oder). It examines the effects of religious movements on the culture , economy and everyday life of metropolises.

Werner Schiffauer is a corresponding member of the Institute for Migration Research and Intercultural Studies at the University of Osnabrück .

Viewpoints

Schiffauer postulates, among other things, that only the second generation of immigrant Muslims had sympathy for the hierarchical reading of the Koran, which was basically based on Western standards. He continues to support Christian Ströbele's call for a Muslim holiday. Schiffauer is against a ban on Islamist groups, even if they are violent or openly anti-Semitic , as this would prevent open discussion among diaspora Muslims - and ultimately their integration into Western society; the Islamism of the Turkish Millî-Görüş community , for example, should be seen as an amorphous cultural expression of religious conservatism. He also warns against reacting panic to Islamist groups, because there is a double public: Radical externally, not internally; this is comparable to the Greens in their early phase. Schiffauer also assumes that in the sense of a "secret cultural racism", anti-Semitism will be replaced by anti-Islamism , because, in the sense of a Judeo-Christian heritage, the idea of ​​the leading culture will also be transferred to Europe.

“Schiffauer suggested looking at the Muslim organizations such as the Jewish community in the USA: fractionated into liberals, orthodox and ultra-orthodox, engaged in an ongoing reform struggle. The young people try to let the old get their rights and at the same time to get the community used to the requirements of the majority society - 'similar to the PDS today or the Greens in the early 1980s. "

In his ethnological case study “The Men of God” Schiffauer describes in detail the history of the community of Cemaleddin Kaplan , the father of the Islamic fundamentalist Metin Kaplan . Quote: “It is not the repeatedly quoted losers of modernization, the marginalized and the underprivileged who find Kaplan - on the contrary. In some ways his clientele is reminiscent of the students in this country who felt drawn to the Marxist-Leninist splinter groups in the 1970s . "

criticism

The Islamic scholar Ursula Spuler-Stegemann criticized Schiffauer's comparison of Islamic groups with the early Greens or Leftists:

“But you cannot compare the Islamist groups with the Greens or the Left. The Turkish Millî Görüş , the largest Islamist community in Germany, has strictly structured hierarchies. There may be grumbling at the grassroots level there, but it does not change the undemocratic structure or the anti-human rights attitude of the top. Comparing the Islamists with the Greens and the PDS is misleading. "

The Islamic scholar Michael Kiefer and the journalist Eberhard Seidel contradicted Schiffauer's thesis that anti-Semitic acts of violence should be replaced by those with an anti-Islamic background. There was no evidence for this, or even an increase in anti-Islamic violence. As long as these are not presented, there can be no talk of anti-Islamism or Islamophobia.

Shortly thereafter, however, Mark Terkessidis tended to support Schiffauer's thesis in the same paper, referring to Kiefer and Seidel: “There can be no talk of a replacement of anti-Semitism. In the meantime, however, anti-Semitic stereotypes are also being transferred to 'the Muslims'. "

The Islamic scholar Ralph Ghadban criticizes Schiffauer's plea against a ban on Islamist organizations and describes his view of Hizb ut-Tahrir as “trivializing”: Instead of an “anti-Israeli discourse” like Schiffauer, Ghadban sees anti-Semitism there. The ban is therefore correct. Schiffauer inadmissibly equates Islamists and Islamic reformers: “Both currents, the Islamist and the reformist, represent two different ways of dealing with modernity. The Islamists adopt Western totalitarian ideologies and reproduce them in an Islamic way. The Islam reformers are trying to reform their tradition in order to achieve democracy. ”Schiffauer also portrayed the German side as“ tendentious ”by giving the“ Christian-occidental community of values ​​”who are responsible for the Holocaust, colonialism, imperialism and the racism (ascribe and thus) just as culturalist as the Islamists “themselves argue. Contrary to Schiffauer's "wish", Ghadban sees no attempt at overcoming Islamism in organized Islam .
