It was the first World Cup that was not held in Norway , Sweden , Finland or Russia or in the Soviet Union .

With Kazakhstan , another team made their world championship debut. But the national team of the Netherlands was missing.

Game mode

The eight teams were classified according to their strength in an A and a B group. The first two of the A group automatically qualified for the semi-finals.
