Dover-Foxcroft consists of the two former towns of Dover and Foxcroft.

Dover was bought by Hallowell and Lowell of Boston in 1860 for Charles Vaughn and John Merrick of Hallowell, from which today's titles are derived. Mr. Merrick built a meeting house on Bear Hill in 1836 and donated it to the Methodist Society. The first pioneer in the field was Abel Blood, who acquired a piece of land before 1799, which he and seven other men began to cultivate the following June. The first permanent settlers in Dover were Eli Towne and his family, who settled in 1803. Dover was named Township No. 3, Sixth Range North of Waldo Patent (T3 R6 NWP); Plantation No. 3 and on January 19, 1822 as Town. In that year the first sawmill was built on the moor. A wool spinning mill was built in 1836 on a canal built by Charles Vaughn in 1826. The building is now a listed building as the American Woolen Company Foxcroft Mill . The building of the Piscataquis Observer , formerly the only newspaper in the area, is also a listed building.

The Foxcroft Grant went to Bowdoin College . In 1800 Joseph E. Foxcroft bought it. Two years later, Foxcroft commissioned the construction of a road across the community. The first settlers settled in Foxcroft in 1806. Initially, the area was known as Township No. 5, Seventh Range North of Waldo Patent (T5 R7 NWP), or "one of the Bowdoin College townships" . The area was organized on February 19, 1812 as a town. The first shops were founded in 1813. Foxcroft Academy, a private secondary school, was founded on January 23, 1823 and still exists today as a high school. It was the first school organized in Maine after the state was established.

On March 1, 1922, the towns of Dover and Foxcroft merged to Dover-Foxcroft and the new town became the Shire Town of Piscataquis County. Before that, Dover was Shire Town.
